Okay I have no idea WHY this posted four times, but I apologize for this.
(Triple post- now this is just getting ridiculous. o~o)

Hey, ah, Enalais and Eviledd, would it be all right if my character takes out the Falcones? I know their plan is to kill Sionis and then kill Carmine Falcone, but would it be acceptable if I zapped the mobster to death before they get there? Optionally, the Eyes could still be there for the shooting or to relay a message or both or whatever.

Also, Moxy, maybe you start out getting captured and sealed in a cell built to ensure immediate failure if you tried doing the dusty thing, but a glitch in the system or heroic intervention lets you out. Then revenge and whatnot.
This conversation became absolutely unbearable to the Visionary. Here he thought the Bullet would have filled the Soufflé bastard with lead, but here they are agreeing to kill the biggest crime lords in Gotham- one he needed for the money and one whose death he wanted to have the satisfaction of causing. He placed an order to the brunt of his forces of Eye Bots. Head to the Falcones' places of business and kill everyone inside, and if Carmine Falcone isn't there hunt him down and fry him to a crisp. It may not be the "gouge his eyes out and strap him to a small nuke" he was planning, but he would die at the hands of Michael O'Cule the grand Visionary, goddammit. His main "investor" Black Mask might wind up dead, but he will not stand by and let this arrogant, sociopathic little weasel of a thug take out the man who killed his family and took his eyes. And, just to make sure everything goes as planned, he sends out enough eyes to keep the cartoon-powered freak and these two bloodthirsty killers occupied. Knowing the supers, he highly doubted the power of his Eye Bots would kill any of them, but so long as he had enough time to kill this one man, he would feel complete. But knock out the hit the sharpshooter with the perception gun, not the lasers. Seeing the conversation he seems able to listen to reason- even from criminals. Yes, maybe he could break through to him after all.

((Sorry if anything sounds kind of personally offensive or directed towards anyone. That's just TV's thoughts.))
In one of his Watchkeeper Quarters on the other side of Gotham, The Visionary watched with anticipation what would go down with Adrian, also known colloquially as Bullet, and this Soufflé individual. He saw everything, and it all was a wrench in his plan. He honestly didn't care at all for the latter- he was nothing more than a sponge sopping up all his potential funding money, and he was out to kill the Falcones. The Visionary's goal was to kill the Falcones, and revel in their suffering as they died. But the Bullet fellow was different. He was out to kill Black Mask. Black Mask was where Visionary got his money, and so stopping him from killing his benefactor was bumped to the top of his To-Do List, next to killing that cartoon brat Teo and taking out the ORiona girl. But, he researched Bullet. Looked into his past. He saw how similarly their lives had turned out and how similar the two were. If he had tear ducts still, he would have wept. He decided he would not kill this vigilante, for he was too close to himself. But maybe if he could reach out to this ruthless purveyor of absolute justice and make him understand. He decided then and there that this Adrian, this Bullet, will learn of The Visionary, and he will sway him into helping bring about the purging of all sin. From a safe distance, of course- he knew it was highly likely that he'd be more willing to try and shoot him. But for now, he was content to sit and watch the potentially bloody spectacle. And then he would make himself known.

There was a blaring in his ear as a'wssage popped up in his bionic eye- VIGILANTE CODENAME DUST CAPTURED. POSSIBLY INCAPACITATED AND/OR KIA. Visionary smirked. Whether she was alive and prisoner or dead, he could rest easy knowing that's one mission accomplished.

Oh. Okay. So long as you don't somehow reverse the frequency and shut down every Eye Bot and Executioner Eye the Visionary has, I'm cool with it.
Well, you CAN do that, but wait until Stage 2 of his evil plan, at least. xD Cut the villain some slack.
Hang on a second, hold the phone here. The Visionary did not spend hundreds of thousands of dollars for hardware so deadly the military won't touch it, just to have it turn out that it's powered on the same kind of frequency that RC Copters fly on. xDD Maybe if the kid had access to the kind of tech that could override anti-personnel drones, maybe, though I think the military would not approve, but I'd really prefer if the Eye Bots couldn't be disrupted with something built from Radio Shack- that's no longer a Batman villain, that's Jack Spicer from Xiaolin Showdown. Granted, both are wannabes pretty much controlled by various partiest (Wuya for JS, Black Mask and The Bishop for TV) Besides, Mk2 Eyes are still fairly easily destroyed anyways- shooting them in the napalm-shooting hole, throwing them into power lines, having them spray each other with their own acid, etc. Please?

EDIT: I dunno. I'd say for now say that you got out with the money and whatnot, and do something else until she comes back. Then if you want to face off with her character again, do so. Or adversely you could be part of the eye-themed shenanigans going down in the city. *shrug* I mean, the one responsible is more or less at this point in time one of Black Mask's paid associates. Also...
