Actually, the two nations who attacked the other two aren't allies. They just happened to attack one of the other two around the same time. At best, they tolerate eachother just enough that they rarely battle.

We've already covered it. Attack the weaker states, then turn our sights on one another.

They can grab the stuff, but you have to hold it. Unless you guys want some sort of warehouse class to be added to the game?
