Rafaella left after her brother, in hopes of staying by his side more than even, so she could erase the moments she left him alone. Of course. Especially for ally characters, they aren't just limited to their element. Legends tend to bond with solely their element and will only catch/train Pokemon that match their element. It doesn't have to be Pokemon native to the Sinnoh games, either. It's more like the anime in terms of battling and catching wild Pokemon.
