Two rival hacking rings have control over the VirtNet, a fabricated form of the Internet that projects you as your avatar in an immersive world. Software is sold in a mock-bazaar with auctions based off the currency 'VCoin', held to the USD standard. The USW (United States of the World) government uses the VirtNet for nearly everything, spying without care for privacy. These 'Anti-Hackers' are known as the Virtual Security Department, and they mainly are rivals with the League of Individuals, a borderline anarchist hack ring centered on protecting the VirtNet from the corruption the rest of the USW faces. The VSD is based in New Maui (a terraformed island-city about 30 km from the shores of Hawaii). The LI is based in Angeles Primo, essentially the metropolis built on top of Los Angeles pand parts of San Francisco after the Great Californian Earthquake.

This could be good, but do you have a list of rules in terms of how the supposed computer systems would work, and possibilities in how they can be exploited?

I was waiting to see interest in the premise before I went into that, butIwill add it in.
