In the game the Whaler Assassins (and to a dependant extent Corvo) used their abilities out of general view of the public while the plague was reaching its high point. But here we have Tweedle Dee and Tweedle Fuck going Chris Angel on John Clavering Boulevard.

People be spooked. And annoyed. Because again, folks trynna sleep damn it.
