For the most part. Meditation goes a long way for it, too. Once you're able to wrap yourself in Ki, you'll be able to fly too by controlling it around you, so that's a useful ability.

Shion might be able to fly. While she mastered Ki control, she isn't the best at using it outside of her body, other than sensing it. So flight would be difficult for her. She had much more potential with other Imaginary Energies than Ki, so for her it's more of a "jump from created platform to platform" thing.
