Does it? Oops. My bad. I knew that Squad 13 handled Karakura town, but I wasn't sure if that was for the entirety of the human world, or if it was sectioned off.

To my knowledge, they deal with affairs in the human world. Canon bleach just happens to all take place in one town, in one city, in one island, belonging to the nation of Japan XD

Yeeeah, pretty sure that they all deal with different portions of the world, not just the 13th. I mean, altogether the Gotei has about 3600 members divided somewhat evenly. Roughly 277 aren't going to cover the entire planet earth. Especially not when you consider that seated officers don't actually do that kind of grunt work unless there's a hollow deemed enough of a threat to call them in. And if it was just the 13th that handled earth affairs, what exactly would the rest of them even do? Sit on their thumbs all day?

Personality: Growth for growth's sake is the ideology of a cancer cell, not Jynmi Imsar. To Jynmi the purpose of all creation, and actions, from now till the end of time is to make existence a little easier, and safety as close to a sure thing as possible. He is a Unitarian, and measures something as successful or not based on how much more happiness it brings to the world. Due to the level of care Jynmi feels for just about everyone he seals himself off from the rest of the world as best he can so he can objectively step back and see the big picture, and let logic guide him instead of his heart.

Spirit Appearance: Lilith is a short, pale woman, with a petite, wiry build. Her hair is separated into streaks of black and red. The black colored hair is smooth and perfectly straight, while the red colored streaks are frizzy and in bad need of a brush. The corneas of her eyes are pitch black with glowing red dots in the center for her pupils. Her canines are long like a wolf's and the rest of her teeth are filed razor sharp. There are red and black lines tattooed around her body. She never wears clothes, but keeps herself covered with large black raven wings, attached at her shoulders, she keeps wrapped around her.

Inner world: Jynmi's inner world exist in a perpetual state of twilight. Towards the west, on the horizon, the world's sun sets, and on the east, the moon begins its journey towards the upper most part of the heavens.
A vast mountain range, covered with ice near the peaks, but burning with flames which constantly drift upwards towards the base, towers around a tiny island, covered with lush green trees. Around the island there is a small moat, which keeps out the flames from the base of the mountain.

Sealed appearance:

Shikai appearance: Lilith's shikai appearance takes on the form of a rapier, with a blade that's roughly 45cm long. Upon first activation the blade is clear, and looks as if its made out of glass, but after using its absorption technique the glass turns purple. As Jynmi uses Lilith's various skills the purple material within the hollowed container lowers towards the handle, which is simple, with a small purple diamond shaped guard, and a black handle.

Bankai appearance:N/A

Shikai special ability: In Lilith's release state she can create and manipulate a material Jynmi calls 'Dusk' A dark purple substance which is normally comes in a gel-like state of matter, but which can be altered at will into different forms of matter. Dusk is different from most other materials in that it constantly absorbs any strange Reiatsu it comes into contact with, becoming denser, and harder the more energy it absorbs energy it takes in, and can be detonated at a moment's notice with the push of a button hidden beneath the sword's guard.

Shikai skills:
1. Kuro (Black)- Jynmi plunge's Lilith's blade into something(loose), dirt, sand, water, blood, dense gases, and activates this ability, which pulls in the material, filing up Lilith's blade and transforms whatever substance that was sucked in, into the dusk gel. The ability can't be used on solid objects like stones, steel, bones, etc, etc. (Max Capacity 30 dusk points)
2. Kage (shadow)-The blade's point is aimed at a target and dusk shoots out, to a maximum distance of fifty meters, like a bullet, carrying with it tremendous force. After fully extending, the dusk hardens and Jynmi is able to swing the elongated weapon with ease. At any point Jynmi can detach the dusk portion of the blade and either activate its explosive effect or leave it where it is to gradually dissolve. (5 Dusk Points per ten meters)
3. Kuragan (Gloom)-Jynmi aims the tip of his sword and unleashes a torrent of liquid dusk, which quickly dries and hardens on whatever surface it lands on. The output of this ability depends on the amount of dusk Jynmi uses for the technique. It can go anywhere from a hose like spray to something akin to what a high pressure water cannon can produce (1-5 dusk points per second)
4. Daku (Dark)-Lilith floods the area with a gaseous form of dusk. The gas pulls itself towards any strange reitsu in the area and latches on to the energy is released from. This ability can also be used to cause suffocation, and nullify fire based techniques(the gas is much heavier than oxygen and causes an effect similar to carbon monoxide poisoning.) (1 Dusk point per second active)
5. Yoru(Night)- Lilith's blade surrounds itself with what appears to be purple flames. Then Jynmi the sword in a horizontal/ vertical arc that launches Dusk in a sweep of concentrated plasma. Each dusk arc is extremely dense and hot. This heat is usually used to cut objects, but failing that, unlike other states of Dusk, this technique will automatically explode once it hits something it can't go through. Jynmi can increase the amount of dusk in to increase its power (4-10 Dusk points )
6. Sora No(Empty)-Perhaps Lilith's strangest ability and one Jynmi isn't completely capable of explaining. A hollow sphere of dusk forms around Lilith's blade. However, it isn't actually dusk, or even an image of dusk. It's a purple colored intangible nothingness, an area of vacuum, whose circumference Jynmi can alter at will, though he cannot change the sphere's central point which is always Lilith's blade. He can also increase the depth of the emptiness 'field' (for lack of a better term) which increases the amount of dusk used. Unlike every other form of dusk, this type does absorb reitsu or explode with a command, but simply ceases to exist when activated. This ability is somewhat an offensive defense since the vacuum decreases the speed of most attacks and can cause some tissue damage depending on how much time said tissue is exposed to the vacuum(Jynmi is not immune to this so whenever he's changing the sphere's size he doesn't quickly to avoid as much damage to himself as possible). [Not sure the effects it'll have on some kido, or other abilities which revolve around intangible attributes, so thoughts would be nice] (1-3 Dusk per post used.)

I have edited my Shikai abilities, not much has changed but it's maybe worth a re-read. If I design Shikai techniques or my Bankai for future use would I be able to PM them to a GM for approval?
