Suffice it to say, the Empire is trying to cooperate to help lycans end the war with Vile by exchanging information, with either party reserving the right to withdraw should the other party act against them. At that point, the agreement of the Empire to protect them against the Empire's enemies, or the legion, is nullified. The Dominion has it written similarly.
In both cases, they aren't treating the clans as a neutral faction in a war between the nations, but instead as residents of their nations that are not going to be subject to any drafts or demands for resources. However, this part has a clause that states that when the Empire or Dominion is satisfied that the conflict with Vile is over, that this part is immediately renegotiated to better integrate the clans into their nations. If asked, Lunise and Maroc will say that they do not wish for lycan clans to be havens for tax evasion and the black market and should be subject to the law of the land after their troubles are calmed.
Any individual clan members that go against the Empire or end up in jail or courts are subject to the laws they are charged with. If they aren't sentenced to death, they are ushered away to serve their sentences in secret. Afterwards, if they still live, they are given over to clans as per the agreement to hand over lycans that need rehabilitation.
The entire document has a sunset clause that has it expire after fifteen years unless it is ended before then. They might be willing to increase that if Saras insists on more time.
