That is the thing though. He isn't just some monster like Bigby, I would be perfectly okay with that. It is that he is literally the embodiment and concept of death. There would be no real deterrence for him you see, how in the world would anyone be able to threaten death little lone force it out of the Homelands. Also that kind of eliminates any threat of you know death to your character.
