Okay, I noticed that many weapons have been taken in the Character tab so is it alright if I use a weapon that is based on the same weapon as another character?

What do you mean? as in the same melee weapon?
If you mean the same melee weapon form, go for it. as long as it isn't a straight ripoff of another characters weapon, that is.
alternatively, if you want to go a bit more obscure, try looking at the wikipedia article on premodern weapons.

Tierra uses solely a double hook sword, however I would like my character to also have a form similar to that for her weapon. (It's okay if not, it's a bit much to ask and i don't want to impede on someone else's character)

Since she uses the hook swords exclusively, there is a fair chance the fighting styles will overlap considerably if you use them as well. may want to go with something else.

Skin color: Pale
Face: Sort of that average male look, his chin feels sort of blocky. Other than the structure of his face, Sam has a few identifying pimples and scars on his cheek. Casually at times whenever doing something that seems 'hard' for Sam his face casually gets red.
Hair: Moderately long for some sort of emo guy though Sam doesn't use his bangs to cover one eye...Sam's hair WAS black though her favored brown hair over his natural hair and so! He dyed his hair brown.
Physique: Average, he doesn't have this god-like, sexy ass body...but starting out to get one. His stomach is flat and so he considers himself 'Fit'.

Casual Outfit: A sweater and in all honesty he thinks it looks extremely 'good' on him. He finds his hands 'unattractive' and so he likes to cover his palms. Skinny jeans are slowly becoming a thing and...wears skinny jeans with converse looking shoes.

Weapon Derivation: " Swiper no swiping! " -Somehow made me think of an actual sniper, the weapon itself was...I guess an original thought? I imagined the barrel to be extremely durable that it would be able to withstand hits. And the other part of the weapon is derived by 'Karok' a pillar using character that casually tanks.
Holstered/Sheathed Appearance: The sniper...is in it's case. The case holds dust injected bullets and the sniper itself.
