Church of England and the Monarchy have been around for 25 years outside of the vaults. Travelling in the underground you'd need more than a knife, it is something that the Monarchs play on. As they do not clear out the tunnels and only guard people in the tunnels the rest of the undergound system is full of beasties that would just love to eat you up.

Hey there :) This is the sheet for a character I was thinking about. This is all very tentative, and if anyone notes any inconsistencies or general logical fallacies, I'd certainly appreciate your pointing it out. My familiarity with the Fallout series is... limited at best, but I've tried to make this guy in keeping with what I know about this RP universe. Thank you~

Name: Jerry McGuinn
Age: 29
Gender: Male
Appearance: Around 5’6” (1.52 m) tall, stoop-shouldered and unwashed, with an emaciated look in his face. Has small, dull brown eyes; spiky brownish hair, thinning on top, and grayish complexion; missing multiple teeth.
Clothing: Usually wears a dingy yellow shirt and a beaten-up gray cloth coat over it.
Role in Society: Messenger for hire; frequently works in the Underground and the Uncivilized Zones
Current Member of the Resistance: No
Skills: Stealth, theft, moderately competent with a knife
Equipment: A bit of rusty metal, sharpened to an edge, with some cloth wrapped around one end to make a handle.
History:
Born in one of the shanties on the outskirts of London, Jerry became familiar with the uncivilized zones and the underground at an early age. The only son out of three older sisters, he frequently accompanied his father on various odd-jobs, which allowed him to pick up connections with a variety of characters living in London. His mother was a devout member of the Church of England, which would heavily influence Jerry’s own faith. When his father was shot and killed while making an attempt at leaving the city without proper authorization for unknown reasons, sixteen-year-old Jerry took over the “family business,” supplementing it with “messenger runs” to less-than-safe areas both within and without the civilized part of town. All his income immediately went toward his surviving family members.
Unfortunately, issues soon arose for him in his new situation. In addition to lacking his father’s experience at the job, he was also physically smaller and significantly less intelligent than his father had been; he was also considerably less intelligent than his forebear, and was illiterate, and his father’s clients were quite aware of this. They began to take advantage of this, exploiting McGuinn by sending him on dangerous or criminal missions or shortchanging him when the time to pay him came. To combat this, McGuinn began to make heavy use of various enhancing chems; eventually, his dependence on these chemicals became significantly more important than feeding his family.
At twenty-one, McGuinn was hard-pressed for the money to keep up his use of chemicals. It was at this time that his oldest sister was twenty-six, and had still not married or produced any children. According to the law, she was to turn herself in at this point; she, however, elected to attempt to make an escape from the city and start a new life in the countryside. She asked her brother for help; initially, he agreed, but seeing a possibility for personal advancement and being unwilling to disobey the laws he had been raised on, he instead forcibly turned her in at a guard station. He never learned what her precise fate was, but he is not troubled by this, as his actions were only morally proper.
Since that time, he has managed to make some friends among London’s police force by running jobs for them and collecting information on criminal activities. He also continues to work for the criminal elements in the town, although most suspect him due to rumors his liaisons with law enforcement and avoid sending him on particularly sensitive missions. Jerry himself has a peculiar double standard regarding his own activities: he admires and respects the police force which he informs for, and on a level wishes to imitate them, but continues his own illegal activities, which he considers morally permissible, although he would not say the same were some outside person to partake in them.
He tends to respect authority and power, is a devoted member of the Church, and feels a deep personal and patriotic loyalty to the king.

If you're still looking, I'd definitely be interested in an RvB role play. I'm a female, and my role playing experience is severely limited, but I'm open to just about anything and willing to play as a male.
I do not believe that I have the words to express how strongly I approve of this. I'm on board.
