That is true. Yoro is just the guy that's supposed to enforce the rules while the chairwoman is gone, him being the leader of SEES and such. He'd get in big trouble if the chairwoman found out he was ignoring the rules like that. xD

Maybe Shirogane knows a few words but doesn't know how to pronounce them? So intentionally incomprehensible but not completely impossible to understand.
