Linking to a specific post

I've noticed during my times of RP that when some people a CS list (or in my case, an NS list) they can link it to not only the page the CS is on, but to the specific part of the page it is on. How is this done? It would be greatly convinient for me to learn for the Nation Roleplay I'm currently hosting.

If you look in the upper right hand you will see "permalink", click on that, copy the Url in your browser and then use that to make the link, it will go to the post in question.
