Well, i am thinking more like Amazo, how he duplicates Hero's powers, but can only use one at a time. Kinda like that, but make it so he can only sustain it for a certain amount of time. Like if he duplicated Flash's power, Then depending on how fast he runs, thats how fast the power goes away...

Also, Because of his powers, anything non organic, he can't steal the powers of. So he can't steal the powers of like Red Tornado or Cyborg. He also can't steal the powers of Wisp. And he gets the Weaknesses too, so if Superman/Superboy: Kryptonite, If a Martian: Fire/Heat, etc.
