As for turning (or as the fancy vampires call it "the embrace"), As far as I can there haven't been many in game turnings so it's hard to tell.
But I think I figured it out:
Drink from a human > nothing happens
Give blood to a human > create a ghoul (human with some minor perks and under your control)
Drain a human, then return some of your own blood > create vampire.

Many vampires have some rituals surounding these things.
Powerful vampires have more uhmm... "trippy" effects on their fledglings.
Aside from the effect of them inheriting some of their ability. (the older the generation of vampire, the better)
Also, vampires are bound to their "sire" and would normally never harm their sire.
This bond can't be broken without at least a few dramatic story lines between the characters.
Or until the sire dismisses their child.

True, true. But these fledglings are made by Void.
They carry a whole deadly cocktail of death that they will spread all over the city and coutry side when they get away.
How will civil war stricken america fare under a dozen new plagues?
We're talking shoot on sight and burn the bodies type of situation.

I had the soldiers hesitate because they are in fact civilians, but finally shoot because martin put them in a tight spot and pressured them as panicked vampires ran in all directions.
"Didn't think so. But I had to ask." Like muttered disapointed.
"How about you?" Like turned cassually to the red queen.
"Don't suppose your pride is for sale?"
Like watched the light show stunned, with eyes and mouth wide open.
"Beautiful." he stammered.
Swiftly he intercepted Djekare before he could walk away.
Like looked him in the eyes like a magpie would a shiny jewel.
He held the decrepit old mans head in the palms of his hands.
"Such clarity. Wisdom beyond what I've seen in eons." He whispered.
"It's a rare sight where I'm from. I know it's mad to ask, but that's my role so:
If you ever get to a point where you'd want to sell that magnificent sanity of yours.

Fresh Fledgelings are pretty much at a Captain America level of physical strength and speed. Also, they can't be killed by bullets, unless you manage to completely destroy the head.

I still don't get why SOLDIER even uses guns....

But yeah, the answer is that they are incredibly dangerous. The upside is that they have a mind of their own, and probably don't like Void very much. So at least half of them are going to be attacking Void, the other half will be running.

They only really become a threat when they get hungry...


How about silver bullets and all that stuff? Whatever they use. I kinda assumed SOLDIER'd be equipped to mow down a small dozen of fledglings.

This is pretty important, since, even if we catch void. If even one of those children bite something the infection spreads.
