Need a creative mind for an original idea that needs a lot of work

I am really liking this concept so far, but I'm not necessarily able to contribute to expanding the plot. I like the idea of the government trying to control the production and therefore, the characters dealing with a shortage or even withdrawal type behavior, etc.
