Not the case. Characters need approval so we don't get a god that steamrolls everyone, for example.
I actually just found a set of holdings; my nation won't be too big in size but will be more focused on a strong navy and colonial expansion (ie, spread out territories).

And it's practically in the middle of you two so interaction is almost guranteed.

Thasseldar finished his last drink, and made sure it was paid for. He decided to put the last couple coins he had on the counter anyways; he would be off to deal with other matters, elsewhere.

Striding out the door with his staff, and taking in the sword that had just recently been embedded in the ceiling, he took one look back. "Until we meet again..." On that note, he walked into the forest... and did not appear again.
