It's possible, but do to his young age, they would have monitored him more and so he wouldn't have much social contact between those years. His young age could be the reason why he can't harness the radiation and must release it when it builds up too much.
Well I don't see much of problem. I guess it all just depends on how you use it. As long as you don't abuse the ability then I don't see a problem.
So like a living power source?
I'm thinking of what to do at the moment. Vortex hasn't posted in awhile and I'm not sure what to do with him.
@Charak- I just don't see it possible. If at any point, your flesh falls off then its over. That is to traumatizing for the body to handle and to most extent even the mind can't handle.

@Saarebas- it depends. I wouldn't want someone who can release gamma radiation all over the place.
If he is immensely doped on morphine then he wouldn't be able to do anything. He would too drugged to fight. Also, even if it is a last resort move, what happens if he misses?

All I'm trying to get at here is that because of the experiment, powers are given through altering someone's genes. If your genes cause the flesh on your arms then that is an automatic failed experiment and you would have "put out of your misery" then minute the defect was discovered.
If his ability causes his flesh to fall off then he will be completely vulnerable when he uses that ability. The pain alone would cause him to go in to shock. He would have to have a medical team on stand by just for him to use that ability and live.
