Commonwealth
It wasn't as though the Commonwealth had failed, quite the opposite. But it was nonetheless a mark of shame that right on their borders, and in the lands of territories that were once members of the Former Commonwealth of Nations, lay Empires and often brutal regimes.
In particular, the European states felt threatened by the Fourth Reich, while many states lying along the Mediterranean were looking to Yugoslavia with fear of invasion. In addition, the Empire of America occupied the nation of Belize and the Yugoslavians occupied Cyprus, both of which were members of the former Commonwealth of Nations
This kept the Commonwealth on its toes, and many lived in fear of hearing the announcement of WW5. The Commonwealth was terrified of yet another world war... All the progress that was made in Africa and India, all the programs that was still underway, reversed at the push of a button, reverting the lands back to poverty.
In the end it was quite simple: War with another great power was simply out of the question, despite what the Commonwealth wanted to do... There had to be another way...
Well, apparently there was. Rebel groups plagued the EoA... Maybe it would be best to start there...

Well, its not an Empire really, unless we are using that definition that makes every country in the world an empire...
And really, the majority of those people comes from either Africa or India. The majority of African territories have benefited greatly from the Commonwealth and India pretty much dominates the entire commonwealth (having over billion voters in your own country sort of helps lol)
I think the trouble would naturally come from the smaller, less populated regions (IE:Iceland, islands), in which case there are two types. Type one which generally have the ideals of democracy ingrained into them and I can try to divide them into several parties and make them stumble around blindly inside their devolved political system. Type two are those more likely to be militant IE Sri Lanka... In which case I can try to play them off against each other as these regions often already have significant political, social or cultural divides that could be exploited to make rebel fight rebel

The leaked manifest for the Imperial two have been confirmed as "only half right" by scientist McGee. A janitor, John Campbell, has been dismissed by the UESP, and left rambling about aliens and conspiracy theories. Doctor Timish has refused to comment on the latest firing, though it is known that Mr Campbell has been admitted to an Asylum. Regardless, conspiracy theorists were quick to jump on the incident, believing that Imperial two has in fact been shot down by a UFO and the UESP is trying to cover it up. Most sane people echo the words o the 6 o'clock news announcer "What utter bollocks"
Meanwhile, a rocket has been launces towards the moon. Consisting of two stages, this rocket is confirmed to be unmanned. It is called "Auxiliary One"

300 Collective warships, with nearly 200 Cargo ships in tow, have appeared in the sol system. They broadcast a message to all in system, transmitted in nearly 300 known languages, including Triarian Standard and English.
"Your system is the confirmed landing zone of hostile extra-universal empire designated The Empire/Imperials. Your system is hereby conscripted by the Collective under GEA 3, full title Galactic Emergency Article 3. Inquiry: Are all nations capable of Interstellar travel? System must be evacuated by all non-military personnel immediately"
The Collective quickly gets to work and begins to set up the defenses it has brought in the cargo ships
