Historically the only people who come close to matching the Altmer at sea would be the Redguards, due to their seafaring heritage, people often forget just how formidable they are in the open ocean. As one must remember that before they came to Hammerfell, they lived on a sprinkling of islands, and if not for their seamanship, they might have never survived the destruction of Yokuda. Once they did take Hammerfell they continued with their tradition of seamanship and built a formidable navy by the time Emperor Tiber Septim came around, and despite having a huge imperial fleet -and skilled admiral- at the Battle of Hunding Bay, the Empire almost lost, if not for; A lucky poisoned arrow and a bloody dragon. It is worth to note on two occasions Tiber Septim needed a plot device to win. All of them sea battles. One was a Dragon and the other the Brass god.However I think the Ra-gada and the Atlmer are skilled at sea for very different reasons obviously. For the Atlmer it would be their magic and maybe better then average ships, and the Redguards due to superior seamanship mixed with the battle prowess of their marines. As one on one fighting is much more prevalent at sea ship-to-ship engagements.


Indeed, seems the good ol' Empire ain't too good at this new fangled naval thing...

You have a point, I'm just trying to emphasize that taking out the Thalmor should not be a walk in a park by any means, and should require at least some form of a coalition. All sorts factors would come in to play with a open war between the Thalmor and anyone else (for example, transporting an army to Summerset, a behemoth and sluggish task in and of itself)


Well, there is a reason the Emperor is trying to get a Summit in among the races of men and is getting the Wood Elves to rise up against the Thalmor, he didn't do it for the lolz you know xD
But most places have battle mages of their own, who might not be as skilled but many will be able to hold their own long enough their allies can kill 'em, and we are talking majorly different here too. Lets say we slash the Thalmor number by 7000 due to the great war and the Elves slow replacement of these losses (it could potentially be even less troops, as Khan said 25,515 at best without a counting the great war) then compare that to Hammerfells 33,000. It's almost half the size, the Redguards have about a 15,000 lead on them, and that's a large number advantage. Not saying it's be a walk in the park (Thalmor Battlemages are strong, as you said) but the Redguard definitely hold a fair advantage there I think.
All "Free States" Are democracies (Its a requirement for entry in real life, and aside from Hong Kong all the nations I placed in the Commonwealth are either already in, suspended or pending applicants in real life. Fiji was suspended irl, but in the rp its government has since been returned to an acceptable state)
North Korea was a dictatorship, it is currently occupied and has no self governance since its government was dissolved by the UN before it was handed to the Commonwealth upon the collapse of the UN and hasn't had a new government set up yet (As you can imagine, there are many fanatics still in NK to be dealt with as a result of Kims regime) and Argentina is officially under occupation until the year 2100 due to the Second Falklands conflict. Those are the only two states which do not have self governance

And yes, the City Satellites Laser weapon is not something you can fire off whenever you please, its a WMD after all (Though a more precise and accurate one than most)

Elsweyr
The Horsemen rode to Elsweyr, riding through evening and night until they reached the province. Across the border they rode, stopping for nothing and tirelessly charging forwards... Although tireless would hardly be the word to describe their now overused steeds, transforming them to beasts of burden carrying their masters across the Empire.
No horse should have to endure such a dash, and by the time they reached Orcest their horses were at the breaking point and it was already into the early morning, 7:00 AM. The horsemen came to a halt here, the four of them tending to their steeds and taking a few moments to eat and drink, as the road ahead was hardly the most hospitable. They set off again at 9:00, working the horses who had been given so little time to recover into the ground again
They caught up to the convoy at 10:00 and lingered behind as they rode after it, waiting to pounce the bandits should they come to sight and deliver a quick strike to the bandits hearts. They had no doubt they could take on a ragtag group of bandits, and hopefully the bandits would mistake them as a larger force than they really were in the heat of battle and retreat

Imperial Legion Garrison, Fort Istirus
The Long Resurected fort had been reoccupied for the Legion years ago, designed to watch the river that ran between Valenwood and Cyrodiil. The Imperial Legion Garrison there had been awaiting the return of their messenger from Valenwood, and indeed he arrived in the small rowboat he had used to cross it and delivered the message directly to Legate Brutus
"What did they saw Anglor?" The Legate asked as he emerged with his Body Guards, and the Bosmer struck a salute
"Legate Brutus, sir, Valenwood will rise up against the Thalmor, they await our forces invasion as their signal" The Wood elf reported
"Excellent work, Anglor, another province for the Empire!" The Legate chuckled, clapping his hands together
"Uh... Well, actually Legate Brutus, Sir... They aren't going to join the Empire..." The Bosmer said sheepishly, and the Legate gave a sigh of disbelief
"Truely?" The Legates voice carried no small amount of disappointment "By the Nine, tell me you at least secured Military Access?"
"I did, sir, but our forces are restricted from damaging the tree's."
"I see Anglor, Dismissed" The Legate sighed weakly, turning and examining the shoreline, plotting his next move

As there were the different factions in High Rock and no single over all ruler, multiple messengers rode to each of the four kingdoms and the one republic, carrying variations of a similar letter which they delivered to the guard upon arrival
"A message from the Emperor!" They would declare "He calls a Summit."

The Imperial Rider rode through the heat of Hammerfell to the gates of Sentinel. He knew of this land only what the maps had told him, and he had followed their instructions to Sentinel. He called out to the Redguards
