You think you are helping them but forcing free trade ensures their markets will be swamped by your better produced goods, crushing their attempts at launching an emerging market. 'Immigration: All citizens of member nations are considering' I think this means considered, not considering 'Equiis Pact citizens, and are allowed to go live and work in other nations as they please. If you came to my planet and demanded that foreigners be allowed access to Ziaro, I would tell you to go gurgle poison and with good reason. If anything, civilian casualties would be higher as there is an increased number of land forces, clogging the paths for civilians."

That letter is totally not a magic letter that changes 'in the city of Evermor' to 'On the Isle of Balfiera'. It always read that, I swear! xD
