By Naruto Standards, the blood thing would BE a ninjutsu.
I'm pretty sure there aren't any characters with random super powers that have NO connection to jutsu or chakra.
The Jutsu are fine, but Dynamic entry isn't really a jutsu so don't count it. It only serves to confuse people (like me) as it appears you have more than the number of jutsu I stated a Genin should have.
