Just wanted to mention that I sent you guys (dirkinz and lordmidget) a PM about an idea of how I was going to introduce my character in a quest and posted my character sheet there for convenience, I will post it here later.
Just wanted to say that this is a interesting RP for Fairy Tail, or Phoenix Wing if you prefer lol, But ya, I was thinking of making a character that wasn't part of the guild yet but felt like introducing him in the Valford's Plea
 quest or another quest and somehow having him join from there. Would that be okay?
Argetlam350 said I would like all powers to stick mostly with outward abilities of the person rather then have internal abilities so to my knowledge, there are no power that revolves around manipulating people internally in the InFamous Universe.

There was actually one character in the Infamous series, which was in the first game and was the first leader of the Reapers and she went by the name of Sasha.

And just mention the part from the wiki, after the blast she could control the dangerous substance which was black tar. With the black tar it can act a mind control agent to control her Reapers who were non conduits who were easier to control and conduits who could resist but not be immune to the control. And there was also here telepathy ability that she used to talk to Cole at some points in the game. And with the tar, she could create hallucinations to those infected by the tar and the body actually reacts to it as if it was real.

I'm only mentioning this because I played and fell in love with the first game and just wanted to say that there was conduits with such abilities, but if they are still around I don't know, just wanted to state a fact that such a power was a thing in the Infamous universe.
Wes continued walking the streets after the event with the two reapers attached to a building. Although it only been a few days Wes was still a bit confused around the city as to where to go “A place where a bunch of conduits hang out would be great, but they’re not as noticeable if their just walking around casually like me.” Wes said muttering to himself. Some time had pass as he explored the city when he suddenly saw some guy instantly appearing a couple feet away from him. Surprised by the man’s sudden appearance, Wes quickly stepped back just to make sure if was about to be mugged or not by the conduit. Safe to say, Wes wasn’t going to be mugged, but the conduit began walking away as Wes began thinking that this conduit could lead him to others. So after following the conduit from a distant, he went into some store which was a coffee shop when Wes arrived, saw the man seated inside with other people who Wes thought could also be potential conduits and decided to go inside and seat a chair away from guy.
After the events in Seattle with the fall of Brook Augustine and her DUP, Wes could finally stop his hiding and try to safely find some answers. Jumping one year later, Wes so far trained himself in his new found power and found out that the DUP were doing dangerous human experiments with ordinary people to become synthetic conduits, Wes being one of those few to actually survive those early testing. But the conduit that Wes felt changed his life for the worse was still out there was apparently Curden Cay before and after their release. During those early days, Wes asked numerous conduits if they knew a conduit that destroyed a house before, but there was none that match Wes’s story. It was that one year later that Wes found himself in New York City where various different conduits can be found and was where Wes hopped to find some lead there about the conduit that killed his parents and set his path to also becoming a conduit.

Already a few days into the city, Wes was surprised to see it to be such a lively place with the Reapers and conduits said to be around the city, and especially the whispers of the Syndicate also being in town. It was times like these that Wes was glad that he didn’t reveal his powers in public like other conduits that he saw jumping over buildings as he simply walked through the city. There was also some commotion occurring near a building with even a news team parked at the scene of two reapers attached to a building that had some message next to them saying "this is my city!". Close by, Wes could over hear the reporter discussion, “’this is my city!’, is this a message of some savior for us people or a conduit becoming territorial?” Wes was also confused by this matter as the message felt a bit threatening to him too.

It would seem that Maxi is going to be in for a big surprise if he runs into this guy if he causes some trouble though lol

Name: Landon Muir (DUP given name), Wes Vaughn (real name).
Uses his DUP name more than his real name, but avoid actually using his real name around most people.

Age: 24

Gender: Male.

Appearance: 5’7’’, slim physique, brown skin tone, short black hair, and usually wears his blue hoodie and grey shirt underneath

Side: Neutral, may lean toward Infamous or hero depending how the story goes.

Personality: Quiet and can be absent minded, but once something happens his response time heightens greatly in just a few seconds. Likes joking around. Can get easily enraged when something forcibly stops him in his path when working, doesn’t want to afford anymore lost time from what he already lost. Prefers to keep his powers a secret.

Biography: When Wes was young he wasn’t a victim of bullying or was the bully and lived the good simple life in a small town with his loving parents and origami skills that he found to be fun in his free time. When he was 16 years old, a bio-terrorist ravished his house and killed both his parents in the process. When the DUP arrived they were amazed to still see someone alive from the destruction, and at this time Brook Augustine was there and offered Wes an opportunity to help avenge his parents’ death by having him join the DUP. Enraged by the death of his parents, Wes agreed and the two arrived at Curden Cay. Augustine prepared her first test with a more improved power transfer device that was said that Joseph Bertrand used to give the once human Vermaak 88 members conduit powers, which were the early stages of synthetic conduits that Augustine created.
During Wes’s first test with the device at Curden Cay, he suddenly found himself waking up on a hospital bed. Feeling too weak to get up, he eventually found himself having trouble standing, removed the medical equipment, and as he walked to the mirror he found his body to also look slimmer than usual. Then the door to the room was pushed opened with DUP troops cornering and asked him to stand down. Confused, Wes tried telling the soldiers that he was harmless as he moved back and rested his hand on some papers on a table. By touching it, Wes didn’t realize his was absorbing the papers until he saw it reach up his shoulders, panicking, he raised his hand and unintentionally shot at a DUP. And seeing it as an assault, they began shooting which with one shot Wes dispersed into paper and got pulled into the vents above him, shot up over the roof, and fell from the tall building.
To his surprise he found himself to still be fine after falling from a ten story building and got to his feet. As his limping began to fade he saw a TV showing the news with the current date. Astonished, Wes almost stumbled over as the date he read was seven years ahead than what he remembered yesterday. DUP soldiers suddenly starting shouting Landon Muir and pointed at Wes, and a chase began. After another close escape, Wes had to undress from his hospital clothes, find some new clothes, go into hiding, and figure out what was happening.
So after a year and a half, Wes learned how to control his new found powers, was awakened a few days before Delsin Rowe revealed the DUP and ended the organization, discovered that he was the first of few people who tested to perfect the power transfer device that created synthetic conduits, becoming a synthetic conduit from the testing that sent him into about a seven year long coma, and a DUP report that he was killed by a bio-terrorist with his parents and probably created his fake identity of Landon Muir to avoid any issues of dangerous human testing. The last thing is that Wes is still trying to find is the conduit that killed his parents and caused his life to change into the life of a conduit, a synthetic conduit. So now Wes has been traveling ever since to find more answers to his past.

Power: Paper manipulation.

Power-:
-Origami Fabrication: Able to project and fold numerous pieces of papers to in incredible speed and into various durable forms.
Ex: Paper Shields, armors, weapons, or projectile.
-Paper Configuration: Able to convert his body to the quality, allowing him to move with the wind currents and disperse his body into paper and reconstruct himself from neighboring papers (similar to teleportation).
-Copy Papers: Able to make clones of himself from paper.
-Fiber Absorption: can drain moist fibers (cellulose pulp) like wood, rags, or grasses to help regenerate himself and his powers. But paper is the easiest of the others to absorb.

Other: Likes to be stealthy since from his childhood he would sneak up and scare his friends, keep some papers in his pockets, and doesn’t curse.
