In my honesty opinion it would be a showdown between Hana and jeanne.

I wouldn't say Hana is the best. Strongest, possibly. But not best. The scope of her magic is too narrow and her skillset is more limited than the others. Also isn't the sharpest tool in the shed.
But LS don't need that many PC mages to be the stronkest.
Anna then. She has the power, knowhow, wits, and more flexible Magic than Jeanne.
So it's now who is better: jeanne, Hana or annabell?
I shall name this trio: The 'trinity' of Lamia scale.

The funny thing is that Hana has been an adult the entire duration of Anna's absence. So if Jeanne was mothering Hana, it reflects poorly on Hana. XD
She only picked up on things like cooking n' such. Not so much on nurturing, too awkward for that. ._.;
