Part of a governments ran joint Human/Adolebi research organization with two primary goals:
1) To study and catalog/record information on species and planets in their original states prior to uplifting.
2) Study of Creator terraforming and species modifications.
While some planets insatiably slip through the cracks due the rate expansion is happening compared to the organization's resources (much to the benefit of some corporations who wish to work quickly and unhindered in resource extraction), it usually isn't very long before a team like Kell's is called in once exploration of a new planet begins. Their presence often comes in two phases. One to observe more remotely, gather data, and help smooth out initial contact and communication with native species should any of significant intelligence levels be present. The other being after contact is established, to carry out the above two goals. While some decide to go it alone, many past "mistakes" have gifted new discoverers with the wisdom to seek help in establishing contact with the natives of new planets.

Before taking up his current occupation, Kell spent his whole life on the Adolebi home world researching and working on biotech, with which he was fascinated.
Over the last ~20 standard years Kell has spent much time on the remote edges of charted space, following along the path of Human and Adolebi expansion. Every few years he returns to the more 'isolated' part of Adolebi space, going to another nearby world known as Cuin, rather then the homeworld itself, though he never speaks much about this choice of destination.

Oh ok. I would have figured humans and others would have some idea, unless they haven't been working with/had contact with them for very long.
