Oh lord, where to even start... Let's start with balance.

1. What is his weakness? Whatever it is it must be obvious and readily available to counteract that kind of strength. A good rule of thumb is that any PC should be able to have an equal chance beating any other in one on one combat.

Some suggestions might be vulnerable to magic, or poorly suited to fighting tech-based foes, or what have you. If you go with a magic weakness, I recommend an intolerance to lightning or wind, as those are more effective against earth.

2. A clarification: No, sadly Demonomancy is not a thing here, his powers wouldn't work. Especially since demons/devils are actual creatures of flesh and blood rather than manifestations of emotion or what-have-you. Does he require his magic for continued existence in his natural state? If he does, he would die if he were to be freed from the tree.

Onto other things...

3. Evil is not tolerated here as it is in Tiien. 'For the greater good' is not a concept that is popular around here, and it is extremely unlikely that Karnage would get away with slaughtering random people. For example for her actions Lucilia would be executed as a mass murderer.

4. There can't be multiple Karnages. I only care for 'multiverse' things if each dimension is radically different.

5. The important thing is that he basically has to be on par with everyone else as far as power goes.

This doesn't matter under normal circumstances, but magical energy will cause further instability, thereby dealing a greater amount of damage. While the effects of the base spell would be magnified, certain magic may cause additional effects.

For example, a fireball wouldn't actually be hotter or burn more, but getting hit by that fireball might cause involuntary muscle spasms, seizures, temporary blindness, etc. Only magic will actually affect her so, so a flamethrower won't do that.

Alrighty, let's get down to business.

2. I am hesitant to give someone a 75mm cannon. Can we tone it down a bit? How can she fire it accurately? That blast shield would make aiming down the sights impossible, and unless she weighs several tons the recoil is going to send her flying every time (no amount of strength in the world could fix this). So the only time she would actually be able to fire it would be when it's mounted.

3. In NOVA, a more common belief would be that the father should be executed for his crimes against reality, but the daughter would be seen as an unfortunate victim rather than a monster. However, every settlement is different.

4. Her 'condition' would make her soul unstable and vulnerable to magic of all varieties, are you okay with that? Don't say I didn't warn you.

I would guess based on location. Vaults on the west coast have low numbers, like 13 and 22, while vaults on the east coast have high numbers, like 101 and 87. Or rather they must have been built in order going east. Build number 1, move over, build number 2, etc.
