I assumed since Melon didn't have it up, and had a unicorn instead, was for the simple fact that he couldn't figure out that his avatar needed to be at 128x128pix or less. :p
May only be an assumption... but that's the problem with many people, they either don't realize it and the site won't take it.. or they don't know a easy way to resize the image to fit. xD

O.o I'm practically the only Mod that really comes into the Arena all that much... XD except on occasions...
Example: When I post, my signature loads very slowly at times...
I'm currently testing subscriptions when it relates to edits.. but your specific problem, from what it sounds like just might be the server itself. There are many things... avatars among other things that take some time for the server to recognize, specific when it comes to user-based stuff because it's on a low priority with the server currently. If you are not seeing a specific change fast enough, that may be exactly what it is.
