I mean, we can handle these other nations, but you guys have a certain vampire and an equally certain hound that make us just a teensy bit uneasy. So what I'm saying is, give us a bit of notice before you guys loose any species-annihilating monstrosities, mmkay~?"

Humans are beings who do not have the innate ability of flight. Generating the effect of "flight" is possible, but the human existence as a sole being cannot achieve that result, and requires assistance from human creations. The Hanging Gardens of Babylon, an EX ranked Anti-World Noble Phantasm that defied logic and reason, floated above the earth beyond the reach of "man". This posed a rather unusual question.

How was Rin Tohsaka in the sky, just touching down on the Hanging Gardens of Babylon?

The answer was simple.

Rin Tohsaka, through the power of the Kaleidostick known as "Ruby," had changed her nature of existence from "human" to "magical girl".

Magical girls flew. It was as simple as that.

"Magical Girl Kaleido Ruby makes her dashing appearance~!"

If the logical Rin Tohsaka could see herself, she would likely commit suicide out of shame.

"Hello Heroic Spirits and assorted others, how's it going~? I~was~just~won~der~ing~, what're you all doing here? You guys aren't supposed to be summoned until a catastrophe's in progress, riiiiiiight? So what's the deal?"

The question was asked as a receiver was set down by the Magical Girl on the Hanging Gardens. Granted, Rin had no idea how it worked, but all she was told was to set it down and not let it get broken, so that some semblance of a communication system could be set up.

It was time to do as had been planned out.

And without a doubt, Waver Velvet, Lord El-Melloi II, was one of the few members of the Association with the capability to do this.

What was "this," you ask?

I'd like to request this land for the Association. Western part of the continent for the Clock Tower, Eastern part for Atlas Academy, and the black dot on the ocean is where the Sea of Estray's floating ocean mountain base will be located.

Notable Weapons/Strengths:

Enforcers. Magus killers who are based in retrieval of a magus's work when it is deemed necessary to collect by the Association.

Gazamy the Spook, the ultimate anti-magic existence that poses a threat to even the greatest of Casters.

The Seven Great Weapons of Atlas. "Ultimate" weapons created by the mathematicians, the seal on Atlas that must absolutely never be lifted.

Kaleidosticks and other assorted Mystic Codes of Zelretch's, as well as Class Cards meant to emulate the abilities of Heroic Spirits.

Variability of magi in terms of their power and ability, though this can be seen as detrimental due to a lack of communicative ability.
Just messing with their senses like that is fine, the whole "brains in vats" deal, but given that you're using it on gods and considering the situation, they'll probably be able to break out if they get sick of your voice.

Why don't you just use regular telepathy and skip the video game bit entirely?

Explain further. Give me the mechanics behind it.
So Act, that "moving into the game" thing isn't going to fly either. It's too close to dimension-hopping and world creating for it to be within your sphere of usage until post-Demon Lord Death. You're free to cast illusion spells that make people think they're in a game, or something like that, but actually moving people into a game, especially other gods, isn't going to work out.
