He can do this from a maximum of twenty feet away on a standard human. It varies, depending on the strength and/or resistance to said draining of the victim. Certain beings are immune. (E.G. Probably all of the other OCs, powerful monsters, etc.) He can focus the souls into acid and spray it from his hands or mouth. Their eyes are green with a red ring (Change the color palette for other branches) and they can take the form of any victim they have absorbed, but if it has been too long they cannot hold it for long, and the more time that passes, the harder it is to hold. As such, they can only pass as a certain person for about 3 months before they completely lose it. (Not constant use.)

Human: Samuel stands about 4'6 and is often ridiculed for being so small, and often gets really angry. He has pale green hair as a result of being what he is, but this is something else he gets made fun of for. He wears a plain white T-shirt and gray shorts. He also has plain canvas shoes. His hair falls about two inches down his head on all sides and he has very pale skin. He has green eyes with a red ring, and most people believe this is some kind of weird contact.

He can pull this down to his chin. He wears a flowing white robe that hovers a few inches above the ground at the bottom and trails behind him. His feet retain some of his true appearance, and appear as sharp icy spikes clustered together to a point. His eyes are pupil-less and are a pale blue. He has white hair that goes down his head an inch or two and is four inches long at the back.
Talents:
-The Obvious: Ice and snow creation and manipulation.
-Reincarnate many times over: Has literally centuries of experience, and knowledge of some of the events that happened.
-More about Ice and snow: Can lift himself into the air with freezing wind. He is immune to cold. Can freeze things solid and preserve them.
-Technically Immortal: Can be killed, but can come back in a different form.
-Can spy on things from far away, but can not do so while preoccupied with literally anything else.
-Can sense magic, such as wards, or just general magic that users wield.
History: Too long to list all of his reincarnations, but basically: Tali'ka has been reincarnated many times. He comes from the Frozen Plane, which is a plane where beings like him reside. Tends to not have feuds with anybody except the other members of his plane, because when he dies, it is assumed that he is dead by mortals. Hard to have a feud against someone who, as far as you know, is dead. Sorry for how short this is. He doesn't have much of a history in his current form, it is rather new to him. (Has had this form about 4 months at the point he comes in)
Psychological Profile: Tali'ka tends to think whatever he wants, but often tells things quite the opposite of what he thinks. He is generally good in conversation, because he is very experienced in sounding sincere in his false emotions. He doesn't really care for anyone, but doesn't turn traitor. By that, I mean, he often never has a real allegiance. He tends to do whatever he wants. If he is in a group with people, it is probably just to accomplish something. Also, he likes spying on people.
Possessions: A staff that he has which amplifies his powers. He is perfectly capable without it, though. It is a long piece of jagged ice that ends in two curved prongs.
Yes,and: TBD? Planning on making him just be somewhere to begin with, not sure.

Appearance (Samuel): Pale-skinned kid of thin build that stands about 4'11. He wears a scarf that he wraps around his head, revealing only his eyes. The scarf is half white, half green, horizontally split, and the green has a design which seems to "leech" into the white. He wears a similar flowing robe that is split halfway vertically in the same design. There is a large, intricate swirling design that curves from the right of his forehead to his upper right cheek, then it branches out and covers his right ear and swirls around his right eye, the latter looking like the outline of a monocle. His right eye has no pupil, (Not blind) and his left has a turquoise-colored one.
Appearance (Kali'ka): Note: not visible unless you can travel to the plane he lives on or see said plane. A thin humanoid being made of sharp, crystallized green poison gas that is potentially deadly if you cut yourself on it. He has no pupils.
Main Weapon: Poison clouds and shards of a poisonous substance which he can create and control.
Personality: Quiet and withdrawn, most of the time. When he is angered he just goes into a wordless rage. He doesn't speak much, and when he does, he limits the word count. He gets angry when people question/make fun of his appearing to be a kid.
Other: Samuel is a reincarnation of Kali'ka, a poison-wielding magic-user that gets reincarnated whenever he dies....after a few years. This reincarnation is random, and chooses an already alive person.

Felix slowly walked into the gym, noticing everything that was happening. A whopping....nothing. He nervously scratched the back of his head. "Sorry I'm late. What is happening here?" To noone at all. His tail swished on the ground, and he was pretty sure something bad was going to happen.....to him.

Personality: Felix is rather lighthearted and friendly, but when he gets agitated by something regarding him or his friends, he gets much more angry than he should, assuming he takes it seriously. He also gets bored easily. Hyperactive when cooped up.
Notes: Likes cats, not because of the DNA. Likes animals in general, but mostly cats. Dislikes constant use of sarcasm directed towards him or other persons. Has a few small mental disorders that result in the agitation/boredom/hyperactivity. Very fast. Very agile.
Bio: Felix lived in a house by himself from 7th grade onwards. His mother died and he never had a father, so he gets touchy about those subjects. His mother was ill for a long period of time, so he prepared for living alone in terms of capabilities. Nobody knows these things aside from people he tells. Anyways, he had a friend named Liam who was the only one who knew these things. Some person and their gang, basically stereotypical bullies, picked on him and his friend....for apparently no reason. When push came to shove, Felix got mad and beat the bully to death with a metal bat. He got locked up for premeditated murder (Which was true, but he doesn't see it that way). He doesn't consider himself a criminal, but he doesn't deny that he did that. Then the government guys came and took him to the facility-thing.
