Yes. If the Alliance finds itself in a war, and the current leader sees himself as unfit for it, he can appoint someone other than their Vice President to lead if they believe their choice is right. And of course there has to be a vote, but I'm most of the Senate has spoken out with similar opinions. That's actually what caused the last recession, of sorts.
