Kyokujitsu no Tochi

History
After the destruction of much of the mainland, including almost the entirety of Konohagakure, the Land of Fire was remade as Kyokujitsu no Tochi, to represent the rebirth of the nation as a whole. Sankage Shichishodai Shikata, Ayameko, former Hokage, created a new government to include the smaller shinobi nations that had become a part of the Land of Fire. In an effort to rebuild her nation, Ayameko moved the historic capital of the Land of Fire from Konohagakure to the north, closer towards the new territories that had become a part of their nation, renaming the capital Kyokujitsugakure. The former lands of Konohagakure serve as a memorial for those lost during the destruction caused by the bijuu.

Geographical Description

Kyokujitsu no Tochi is one of the most diverse geographical landscapes, spanning from the cold northern territories to the tropical southern lands. Largely flat, Kyokujitsu no Tochi only has incredible terrain changes in the west and north, where it runs into the mountains dividing them from the Lands of Earth and Wind in the west, and the Land of Lightning in the North. It does, however, have a small section of mountains in its most northern most territory.

Plantlife is abundant in Kyokujitsu no Tochi, with a wide range of crops. The open plains scattered throughout are often utilized for agriculture

Political Structure

Kyokujitsu no Tochi is not a strict democracy. While there is representation from all villages, the Sankage has final authority on all matters. What makes this as successful as it is, is the long history the Land of Fire used to select its leadership. At the end of each Sankage's lifespan, their soul is brought back to the mortal world and returned to Yggdrasil, which sits firmly in the new capital of Kyokujitsugakure. The tree, along with all of the previous Hokage and Sankage choose from youth selected by the represented council to become the next Sankage. When the Sankage is selected, they are given the title not only of Sankage, but take on the name Shikata. Ayameko, Shichishodai Shikata is the predecessor of Hokage Shichijūnin Shikata Kibō. Ayameko's full title is Shodai Sankage Shichishodai Shikata Ayameko.

Representation from the outlying villages is left largely up to the culture of each village. Each territory provides a singular representative. For most of the current instances, the former surviving Kages of those lands were selected as their lands representative. However, most of those territories have since moved towards popular elections to select their representatives when their current ones leave office.

Religion

Kyokujitsu no Tochi's Land of Fire is quite religious, with many of the populace adopting a practice of worship at many of the Shrines for the Bijuu, which they call Seishin. This movement is spreading slowly to the other lands, which have been slower to adopt the practice.

Economy

While the largest exporter of agriculture goods, Kyokujitsu no Tochi's economy is as diverse as its geography, with a wide varieties of industries thriving within its borders. The northern territories are noted for mineral resources, while the south especially noted for its ripe fruits that grow year round. The center is noted for its production of wool, cotton, and lumber, which supplied clothing and paper to the rest of the nation. Animals are rarely, if ever, eaten within Kyokujitsu no Tochi, a combination of tradition and the advancement of new plantcrops that provide nearly identical taste and texture to food.

Additionally, Kyokujitsu no Tochi is well noted as a research nation, with a significant portion of its time and energy being put into medical and barrier research.

Clan List
Masazane
The Masazane clan is a historical staple in the Land of Fire. Noted for their manipulation of metal, they have served the village as smiths of unique and powerful weapons.

Yuki
The Yuki clan is charged with keeping records for the Land of Fire. They run the Omoide no Kinko-shitsu, the library for Kyokujitsu no Tochi. They posses incredible memories and information retrieval within the library.

Uchiha
Wielders of the Sharingan, the Uchiha provide Kyokjitsu no Tochi with the bulk of its Intel forces and military police.

Hyuuga
The Hyuuga is the second oldest clan in Kyokujitsu no Tochi and its members have access to the Byakugan. Many members of the Hyuuga clan join the Senkensha, a sensory division for Kyokujitsu no Tochi.

Senju
The clan of the Shodai Hokage, noted for its ability to utilize the Mokuton nature, given to it by the tree Yggdrasil. They are the oldest clan in Kyokujitsu no Tochi and have exceptional reverence for Yggdrasil. The largest percentage of Kages for the Land of Fire have come from this clan.

Nara
The Nara clan is well known throughout Kyokujitsu no Tochi. Keepers of the Hiden that allows the manipulation of Shadows, Nara clan members work in a variety of roles throughout the village. Noted for their cleverness and ingenuity, they are well respected.

I wasn't aware spamming was considered different. Most of his Rasengan variations revolve around making it bigger or using more of them at a time. He can use both techniques as he does because of the access to the reserves he has, nothing more.

Naruto's techniques, as a whole, are quite boring.

I'm wanting to take a different look at the world of Naruto. Currently, we see much of the threads structured around the theme of the gennin team.

In this instance, I'd like to take a more sandbox-y approach, with the focus being on the interaction between the nations and the people's lives within them. What this would translate to is a thread based more around the higher ups of the villages, rather than the gennin.

Right now the specifics of the world are that was significant destruction after the rampage of the bijuu being loose on the world. Most of the smaller countries have been folded into the larger ones, expanding their territory, as well as creating a number of internal conflicts that would come along with it. Those that are Kages would be given significant leeway in terms of creating NPCs, which we want to use quite heavily.

We would encourage the use of multiple characters by the individual in an effort to ensure that there is appropriate room for interaction. Players that are capable of creating and handling multiple characters would be especially welcome (although if you only want to have one character, that is fine).

Kage's would be responsible for much of their village and each Kage would be able to create the defenses and unique traits of their village, such as power structure, culture, etc. The GMs will provide a current list of problems facing each territory so the Kages can shape their leaders to deal with the problems at hand.

The bijuu have been purified and are currently sealed within Shrines scattered about.
Rules
Aside from general RP rules, we will include the following rules to ensure the roleplay feels as massive as intended.

- General Village NPCs can be created by anyone. Kages should be consulted before making shinobi NPCs. All nations will be given limits on how many of each rank of shinobi they can have, so NPC usage must be watched closely. Additionally, NPCs cannot engage in combat outside of inter-village combat without having bio'd jutsu and abilities. History is not necessary for these character. Make sure you identify all NPCs used to us, so we can add them to the NPC list for the village.
- PC characters MUST be approved by the Kage of the Village they are applying into. For the thread, there are no biographic requirements at the time of usage and creation of the character, but you must provide a fully fleshed out bio prior to engagement in any combat outside of friendly combat within the village. Most people will also require this for friendly duels within the village.
- Your characters can die. We will be adhering strictly to the logic, if you get your head cut off in combat (or other fatal thing), you die. I suggest you find the taste of vengeance sweet for this thread.
The Role of a Leader (Kage)

For those that are selected as Kage, you will have significant powers over what happens within your lands.

- Accept and Decline character admittance into your village (providing I have already accepted the character overall)
- Create techniques outside of your own character's technique to safeguard your territory - these will not be disclosed and sent via PM to me.
- Create and Control Shinobi NPCs liberally.

Introduction (Work In Progress)

It was only forty short years ago that the bijuu rampaged across the mainland. Originally, there had been one, a creation of thousands of years of hatred, but Shichishodai Shikata Ayameko split the beast with her sword the Totsuka no Tsurugi. Splitting the beast only made it manageable and only through a group effort from the Land of Fire, Earth, and Wind, they were able to be sealed away into Shrines. However, their destruction was not something that could easily be undone.

During the rampage of the various tailed beasts, the Land of Lightning moved in to fortify its own lands from the rampage of the beasts, constructing a massive wall through the Land of Frost, which stands still to this day. Many of the smaller lands, which suffered more of the devastation of the beasts, unable to protect themselves, were folded into the larger nations.The Land of Wind was the only of the Great Nations to suffer truly catastrophic destruction, forcing it to join with the Land of Earth in order to ensure its people were protected.
