The Empire's 'motives' are meh to me.
Shio

Shio picked up one of the cards that was flung at her - assuming that Chelle Lee had accidentally flung more cards that intended - to provide her the proper information on their band.

"I play the flute," she commented, "Our father required it for us to allow us to practice breath control. Is there a difference between rock and country?"

Shio's commented was as matter-of-fact, with an actual small amount of pondering to the tone, a rare inflection of Shio's voice, to the point that the question almost didn't sound like a question. She began thinking about the flute, which she, as well, hadn't brought along with her. She turned yet again, to the shopkeeper, who twitched a bit in response to her motion.

"I would like to see a flute," she told the man, ignoring his physical expression of his fear for her. He obliged, pulling out a small selection. There was little hesitance for Shio, immediately grabbing one off of the cloth. "This one is acceptable."

She gave it a quick run before sliding it into her pocket.

Shio

"I like Velare," Shio commented, turning to survey some of the other shops at a distance. It was, she felt, a response many people would insert into the conversation. However, it ended there, quickly diverting to introductions, for which Shio had a long pause.

"I am Shio of the Enyo family. We are Exorcists," It was an equally dryly conveyed comment. It wasn't a dry out of boredom, but out of a difficulty of understanding how to inflect her voice appropriately for the situation.

Shio rarely listened to music and the only thing she knew about it was a few famous names, and only one female name in that list.

"Are you Saylor Twift?" she asked Chelle, considering the possibility that Chelle was using a cover name in this instance to avoid drawing attention to her fame - as she had brought up the fact she was a part of a band and on tour. Shio didn't really grasp how many famous musicians there might be,
As Kidd mentioned, it is about trust.

There are very few people I allow to do non-bios on my thread. In fact, there are only like a handful of 5 people I would allow to do so, and only one has the preference to doing so. However, I have begun experimenting with an NPC->PC system in which people wanting to go the non-bio route, but are unsure of how they want to develop the character, are free to experiment with it IC. My only caveat is that if they engage in any combat they must first complete an acceptable bio.
I feel like a lot of your perception of ease goes hand-in-hand with some of the character death rules. You just may want to find a GM that, in player combat, provides you with the actual threat of character death.

But as someone mentioned, it is hard to include too many tabletop elements in a general RP. It is a massive burden to keep in order and most people lack the experience to properly set something like that up. It took me many years and many incarnations to create a truly successful hybrid of a more classic RP and a tabletop game. I learned a lot fro my failed system designs. It allows me to keep a good pace for more strongly GM controlled elements and the interactions between players.
Suishō and Shadan

"Safe travels my new friends," Shadan nodded, his deep voice thundering, bordering on what most would classify as a shout. "And many thanks Lady Allia. I hope to see you again someday. You are always welcome on the border in the house of Yūdai."

Suishō sighed outwardly, shaking her head before turning and walking back towards the small outpost they were stationed at. The homes for the area were scattered in the trees around the tower, to provide protection from the cold winds that blew off of Land of Snow, as well as provide visual cover. Shadan lingered, wanting to see off his new friends with a hearty wave.

Then he, as well, would return to duty and later at night, to the warmth of the fire and family.

((Short but I am hoping this will help transition us to Kyoku.))
Shimi

Shimi was, by happenstance, at that same bookstore - at least as much as happenstance as that could be. There were very book stores in the 'world' and very few private sellers. Shimi frequented the establishment rather frequently, actually having a credit line at the store equal to that of many small businesses. Like usual, Shimi had a managed to empty the equivalent of two large shelves of book, most of them piled at the register, to the point they almost blocked out its presence. She herself carried an abnormally large number of books, stacked precariously on top of each other. If she hadn't had the gift she had, it would have been impossible for her to carry the stack of books that was well taller than her.

She was also not above audible commentary on her finds.

After a long gasp, she exclaimed, "McAffrey's Dragonsong!" Grabbing it off the shelf with a sharp, quick motion before throwing it upwards to stack it up on top of her pile of books.

"101 Quick French Recipes! Live Better: Feng Shui for a Better Life!"

Her eyes were wide, glossed over with sheer excitement. Behind her, the man at the register, presumably the owner shook his head. He like books himself, but Shimi's adoration was beyond obsession and on some levels seemed to disturb the man. Shimi, obviously, was oblivious to people's either confusion or alarm over her obsession.

"Edwind," she shouted, "When are you getting new merchandise in?"

"Sometime later this week," he responded gruffly, then mumbling a comment about how he wouldn't have to order so much merchandise and stock it if she'd let a book sit on his shelves for longer than a day or so. The only books that Shimi didn't pull off the shelves were duplicates and only duplicates that were later editions than what she already owned. In her warehouse, she had about 30 copies of collections of Shakespere.

"I can't wait!" she responded, her voice almost shrieking with excitement.
Shio

Shio was unsure of how to proceed with the current discourse and resumed browsing the goods. There was little point in commenting on her own social ineptitude, as she knew that her honest judgment would be in agreement - well aware of her failures as a conversationalist. Even if she was being dishonest, Kasumi was of the Touho family and it was not her place to disagree with her opinion.

She had already excluded Dom as a potential assassin, so her muscles fully relaxed. She had watched his tumble. The movements didn't indicate he was a threat and even a skilled actor would struggle to create such a convincing failure. The new girl was clearly in some kind of companionship with Dom, given their exchange. Despite her inability to participate in conversations, she was surprisingly adept at picking up on details between individuals - which was probably part of her problem, being too detail focused. While she hadn't eliminated Chelle as a potential assassin, the girl's features didn't indicate any form of skill on the subject. With both Kasumi and Kujaku there, she was comfortable with their being minimal threat, but she did keep her hands in a position to quickly strike out, should Chelle prove to be malicious.

Shio had considered purchasing throwing knives in order to augment her abilities. They were weapons she was familiar with, having trained with them for many years with her father, brother, and mother. However, she hadn't brought any along with her, as it was unusual for a trainer to take such a weapon. If she had, it would have drawn attention to her 'uniqueness' as a trainer and maybe given away details about her abilities that she did not want to give away. Still, the familiarity was tempting, and the usefulness was undeniable.

"Throwing knives," she told the shopkeeper, not really communicating it as a question. He pulled out a couple sets that he had. Shio dismissed the first, noticing immediate faults in the weapon. The second set was seemingly good, with no visible balance issues. Plucking one of them off the cloth, she quickly flung it through an apple behind the shopkeeper's head, startling him. Unaware to his bother, she grabbed the other, flinging it through the same apple.

"The balance is incorrect," she told the shopkeeper, not bothering to throw the third knife. Normally she would have reconsidered demonstrating her abilities with the weapon, but there was no other way to test. Few people would allow a customer to take the item to a secure room where she could adequately test the weapon, it was one social convention she was familiar with, and for the most part, understood. Back in Echo such a request may have been entertained by some of the local shopkeeps who were familiar with her family, but in Toran, where her name was unknown it was a waste of breath to even ask.
