Sorry I wasn't able to get to this last night but no we are not presently accepting characters at this time. We already have a relatively large cast. I'm sorry for the inconvenience. In the future this may open up again.
Characters will get stronger from fighting and training. Victory doesn't determine the gain in a fight but rather how much they exerted themselves. As most training will probably go by during between-arc timeskips or the like that will be a bit trickier. But as for the fights I will judge on a case-by-case basis to see how much the fighters get. I know it's a rather subjective method but making it too rigid will require putting a new system in place that will take some of the fun out of fights.
The stat and distribution system is of my design, not Akira Toriyama's though it inherits the core value. In other words: this is for balancing purposes. It would be safe to assume that everyone will learn to fly fairly early on so the Arc 1 handicap has little consequence in the long-run.
Obito is right. For balancing purposes, a ki of 250 is required to fly. And the level cap has been reduced to 500.

While Cell might technically be Android 21, this character is a Capsule Corp. creation so perhaps it is just the 21st android that they created. Conversely, if the numbering process is actually inherited from Dr. Gero... well frankly I'm not sure why Capsule Corp. would even do that considering the first twenty androids weren't theirs and the man they would be taking the torch from would be kinda very evil. But he hasn't posted a history yet so no need to get too deep into judging what hasn't even been written.

EDIT: Though I will note that you don't have to break the Stats section into two power levels each. The Stats are derived from the maximum power level so there is no need to include idle stats. The power level section is only broken down into "idle" and "maximum" so that we know what scouters or people with sensing ability can detect when they are not fighting and when they are, respectively. As well it provides a min-to-max range of what their power may be at during a fight. Of course the "idle" level isn't actually a minimum as some characters can probably hide their power, but the point remains the same.

Between Mayt, Trinity, and Maddox, all three have a relatively similar magic. Just find that kinda coincidental.

Somewhat surprising, considering they were at the train station rather than in the residential parts of town. Perhaps it was just wandering around. "Huh," he let out, bending down to pet it but was again interrupted. Apparently the cat's owner was nearby. A white-haired girl that introduced herself as Trinity. Maddox stood back up to his full height now, standing noticeably taller than Trinity. He accepted the handshake, before stepping to the side so as not to be between the girl and Mayt. "My name's Maddox. I'd say call me whatever you like but that hasn't always worked out in the past," he answered with a chuckle. Closing his eyes, he removed the cigarette from his mouth with one hand and gestured toward Mayt with the other. "This is..."
So should I make a quick little response or nah?
That's actually a very good point.

Important Notice:

I will no longer be accepting new fighters. Slendy and Silver Carrot may still create a character should they choose, but the RP will officially be closed to new sheets for an undetermined amount of time, assumedly for the rest of its duration. Players that have already been accepted may be allowed to create more characters in the future, but not at this present time.
