There won't be any specific order. What will usually happen is we'll get the response of some of the characters, and try our best to rotate this. Some characters will get more focus certain times, just like in any other media. Some places this obviously won't be the case, as everyone will have to have some input. Think of it like this. In a show with a team more than say four or five, the writers don't need to show you how each and every character reacts, but show you some characters to give them development. Any good show will spread this around throughout different stories and events,but especially in an RP it'd be impossible to focus on every character all of the time. This is why I created the mission thing, as if someone feels their character is being neglected, this mission will more than likely focus on their character, and create development for them. I hope that makes sense.
Hey! We're finally getting started haha, the Commanding Officer has arrived!!
Okay no worries, basically Bella will be laying down the rules and stuff for the team, and there won't be much interaction at first. So we will try and keep anyone from getting left behind.
Boots clamped against the metal floor outside of the conference room where all of the new recruits were standing. The feet belonged to Bella Nunez, Commanding Officer of Sanctum. As she made her way towards the conference room, a tablet littered with data in hand, the officers that crossed her path stopped and shot up a salute, clean and precisely. As she made her way into the room Tracey (Animal) and Fiidow (Guardian) saluted as well.

"At ease soldiers," she said giving them a quick glance as she walked past them. Through the disguise of her helmet, Bella had light blue eyes, fair skin, and blonde bangs brushed to the side. Those same misleading eyes studied the group before her. She had read all of their files already of course. Typically the teams were much larger, but these students had more potential than she had seen in her couple of years as CO.

For a few seconds the woman stood there. Not before long, she gave a fierce glare to the young people before her, taking a firm stance as her boot clapped to the ground, a slanted flat palm meeting her temple in a salute. This of course was a motion for the rest to do the same.

Seeing this, Ambrose, Ming and Feng immediately put their hand up to match the salute.
Alright, I updated! I was wondering who is actually online now, as I'm home and we can get the IC moving.
@DeadBeatWalking: Actually that is a reason potential Sanctum Officers are moved to the BPAP. If there is a substantial reason why someone wouldn't be able to perform as an SO, then they are moved to the BPAP, be that a criminal past, age, attitude, etc. All of the team members have a certain reason that they were considered for the BPAP rather than an actual Sanctum Officer.

DeadBeatWalking PMed me and I gave him permission to go ahead and make a character, so Lenny is all set. I am wondering if his can actually overdose on or take in too much energy? I figured it was the case, but didn't want to assume. I think it would be a good weakness, and something he'd have to work at controlling. One other person expressed interest so I PMed them, so we'll see, but we won't wait for the other two members who were supposed to make edits. I will send them PMs but beyond that, we'll start soon. I'm just not home at the moment.

And yeah, when someone creates a mission on of the parts of the sheet is who they want to bring on the mission. As the creator of the mission it will be your job to not only detail the problem, but your strategy for solving it (which doesn't always mean it will work). For your strategy you would detail who you need on the mission (If certain characters are getting picked up too often, we can do rotation to). However, for main missions/story arcs/things that I create in the IC will involve all characters in some shape or form. So to answer your question simply, yes we will divide the teams up based on tactical necessity, which means there are no set teams.
Yes, all operatives of the BPAP will be put under strict training regiments to hone their powers. Animal will oversee this training for the most part. As well, there will be a psychologist working with the heroes to make sure they are mentally prepared for this line of work, as well as to strengthen their pride whether they be titans or regular humans. So yes, I plan for all of the group to receive new powers from hard work and training. They will also be trained in other areas including hand to hand combat and firearm training, as well as a written exam. So they'll certainly be pushed to become stronger. That's why I say not to make them too powerful now. And yes you can replace Artists posts.
Okay, if he has limited hacking capabilities than I am okay with that, and him having horus is fine, but he probably wouldn't need to be taken into battle as Vita will provide tactical analysis. Also the character will be a villain, not on the team, but all the same I can still send it to you.
