Brief Bio:
Horus Hol was born to a Thanagarian mother and a very brave father. He practiced standard martial arts like many of his people, but he could not compare to a 'true' hawk-folk. Rather than be a blight, he decided to peruse his intellect and became a historian, studying tactics and techniques of all species with plans to become an officer rather than merely a solider.
All during high school, he was plagued by nightmares of being killed over and over with waking hallucinations of being somewhere else and speaking strange languages. This all culminated when he had a nap at lunch with the nightmare of being killed, he woke up into the middle of a hallucination and fell off a bridge where he got hit by a school transport. He should have been dead, perhaps he even did die, but he came back from the brink and everything suddenly made sense. All six thousand years of it.
He was the newest incarnation of hawkman, but since it seemed silly to state his obvious gender, and his half-breed nature. He streamlined it to merely "Hawk". He was visited in the hospital by a boy in a hover-chair with an interesting offer.

For one i'd like 'haste' as a magical option for spells. further down the line I was hoping for an anthromorphic transformation.

Not sure I'm fully aware of which things you're referring to, but it sounds awesome. Blackgate is the visual novel, right?
Blackgate is/was the prison in the DC universe when arkham isn't an option because they are just evil, not insane.
Oz was a tv series on HBO from 97 to 03 and really 'harsh' look at the prison system.

Horus was in the Gym/equipment room. The place was limited for now until they regained some of their old contacts and contracts to once again be a reliable influence with people like the science police to open their surplus to the 'children'. Therefor they had to use a lot of his stuff. Some was thanagarian, some was old justice league stuff. It had been a thousand years since he and the blue boyscout stood side by side, many of his caches had been looted or destroyed, some moved during the various reincarnations. So some stuff was ten years old, some thousands, it was a crap-shoot really on what quality remained but they all stank of time and must.
He heard the call on the PA and ignored it for now, let the pups work out their energy while he got the place ready. He noticed the local behemoth pass by as each step put shock-waves in the ground and he gave out a sharp whistle. "Hey, big guy, come see me when you are done with what you are doing." Already planning, he threw out a series of flat golden disks abut a foot wide all over the floor like polka dots. He walked over to the PA and pushed a button making an announcement of his own.
"Those not currently on mission or performing chores, please report to the training area."
