Well then. I'm exceedingly British, rather sarcastic and I love a good shipfest in my RPs. Also male. Funny, that. Fair warning, I will treat you like an adult. That means I will mock you, point out your mistakes and most likely /cringe when you do something really autistic. Being an adult means accepting criticism and working to improve yourself, not ignoring it. And if I need calling out on my bullshit, just do it. Please. Nothing is worse than not realising that you've said or done something stupid til a week after the fact.

As I said before, 25% is our baseline with basic pre-WWI technology and doctrine. Outdated units are accepted, but not mandatory. As soon as Rare and Murtox are done, we can start.
@Dinh AaronMk, your points are correct and relevant in many ways, but this is an alternate history roleplay which parted from real life in 1898. Everything that happened after that date was written (albeit badly) by myself and includes significant differences from what happened in real life.

If the majority of the players agree that more outdated units would fir better, then I'm all for putting tighter restrictions on what people can use in their armies. It's just that the army was supposed to be a side section of the CS, not the main focus. A good 85% of this RP will be personal, not military action.
Sven's percentage idea is a good way to abstract it, but again I'm not going to force anyone to go that far in-depth. If you want to update your profiles to represent it, great, go for it. But it won't be mandatory.

Guys, we're hitting that mountain/mole hill barrier again, so let's just do this. The baseline for armies will be semi-modern, i.e. basic bolt actions (either single shot or box magazine) and basic artillery. That is our 25%. If people wish to supplement their armies with less advanced forces, that is their own prerogative. As much as I hate to do this, this is my final say in the matter as GM.
I will NPC a lot of the other warlords, but our characters represent the most powerful and influential ones. Most of the lesser warlords command towns or small cities with a battalion or so's worth of troops; they aren't much threat to others yet. But they aren't dumb either; if a powerful warlord starts throwing his weight around and trying to conquer his weaker neighbours, he may find that he had driven them to band together into a new clique. Said clique may equal or even surpass the warlord in strength, making such blatant power plays risky at best.
I'm hesitant to populate the map itself with new warlords for a few reasons, mainly to keep recruitment a possibility and to limit the sheer number of states I need to NPC, so a lot of the minor states will go unnamed unless they become significant. China is a vast country and communication is slow; a lot of what goes on away from the big cities simply isn't seen by a lot of people. For all intents and purposes, a lot of it is no-man's land. For the moment.

1910, so yeah a few bits don't 100% add up, but I'd rather compromise than go full historic accuracy.

Just make sure that it specifically states that they're not part of your army and instead regional British forces and we're ok.
Contrary to popular belief, the Chinese did use guns by this point XD Classic Banner Armies and such are great for early game, but remember that even China was phasing them out in favour of modern military doctrine at this point. Don't worry, your list is still useful for defining our early armies Clock, but things will modernise pretty quickly.
Once Rare and Murtox' CSs are done and accepted, I'll open the IC. 7 is a good number. The other provinces will be left vague for the moment, though you are welcome to make neighbours for yourselves so long as you run the details passed me first.
I'll get to work on a CS soon but fair warning; it will be nowhere near as detailed as yours is. I just can't pump that much into a CS.
