Does a human need to have access to the CORE to gain magical abilities or can it be untrained/innate?

I am thinking of playing a conman (or woman, not sure yet) who uses a combo of wind arcane magic and anima magic to swindle people. Those are kind of high up on your power scale for magic so I would probably give them some kind of mental block, for example freezes up at the threat of violence or can only use the power when angry or something like that.

I go by Morgantha and I'm new to PbP--I didn't know it had a name! I used to roleplay online in high school and then dropped off for a while. Since then I've played dnd, the Strange (Numineria), and Exalted irl, but I don't have much time to join more in-person groups so I came here!

I'm a little nervous because usually I'm more of a lurker, but I'm excited to try again. I would like to try a little of everything, but my particular interests are in high fantasy, monster of the week, or really anything with adventure and action.
