Strength limitations should remain as they are, save for special cases where characters are abnormally large/heavy or specifically physical in nature, in which case I'd say it would be fair to go as high as 500 tonnes, but that's it.

Yes, so people who take the limitation of being gigantic or specifically strength based should be able to lift more, and some very other specific circumstances.
But not insane amounts, like your character should be able to lift its body weight, regardless (because this scales with other limitations) and if you happen to be Superman, then you can have maybe 250tonnes of lifting potential.
Anything more than that and it becomes pretty stupid, Skallagrim himself was loathe to increase lifting capacity past 100 tonnes, and barring Khan's uber slow turtle, only General Freedom presents this idea that intermediate is in some way comparable to high tier, and that's just General Freedom, who's OP.
Like usual, we're playing intermediate as a fair bit lower than it needs to be and using our brains and interesting abilities rather than OP characters and only the desire to win (because that's essentially what min-maxing turns into, doing exactly what you have to in order to win.)

It's supposed to be unbalanced, but what we're talking about here is essentially making high tiers significantly stronger than the lower tiers we're working with.
Personally, insane higher tiers break everything in a multiverse setting so anything which makes higher tiers even stronger is a terrible idea in my opinion.
If you do that, you might as well take high tiers out of this entirely.

I don't think it should be changed, it would require a re-haul of all the characters entered thus far.

Samuel probably wouldn’t have noticed the Acid Rain, if he was an imbecile. However, a large dark green cloud manifesting itself only thirty feet above one’s head tends to draw the eye, and he was a smart enough mage to know that standing around and waiting to see what happened was likely to be a terrible idea. He burst out from hiding as the first droplets fell around him, one singing his robe and another burning a painful line down his cheek, acid.
Samuel’s run had brought him closer to his enemy, and now he was tired of the foe’s cowardice. The Arcane bolt in his hand was ready as he ran away from the cloud and skirted around a tall rock, spotting a smaller circle of stones which seemed strange to his trained eye. He made no move to assume he had spotted his opponent, but rather crept around the tall rock he was in and looked about rapidly, expecting to see the tell-tale signs of magic from that area but keeping his eyes open in case his intuition had failed him.

“Pathetic.” Fury spat, watching the smaller opponent launched skyward with obvious intent. It was only when he revealed he too could fly that Fury even took him remotely seriously, and that was to say he simply waited until he was fifteen feet away and threw his left hand forward.
All that energy he’d been storing for just this occasion blasted outwards, lending to itself being as significant as crashing into a brick wall at one hundred mph. All that physical force was about to wash over the incoming opponent at high speed, but not just generally smashing him backwards, rather Fury had targeted his precious weapon on which it was obvious he relied.
Unless his opponent suddenly manifested some greater flight skills than he had been exhibited thus far, he was likely to have his weapon blasted from his hands by the great hurricane-esque wave of energy shot from Fury’s palm. Regardless, Fury then intended to zip rightwards in the air and circle around the hybrid, using his superior speed to dive down and seize the man’s left wing with his left hand as he flew by at high velocity.

And you can scream about how little power I have as much as you want, but I'm fairly certain I'm falling into the majority category of RPers here who are finding your presence more trouble than it's worth.
