or like skyrim, where you get a bounty of you for picking a flower and you get put in jail and have money taken from you as well as lowering you stats, and if you refuse every npc in the city/town/village/area will attack and try to kill you until you ether surrender or leave

Pickpocketing NPCs is a terrible idea.
I can guess why, possibly they'd have nothing of value or nothing at all >X3
*overly serous look* ...... or maybe they have epic items that could only be found deep inside dungeons full of super monsters, and the second you try to pickpocket them they go super saiyan and destroy you.... *slowly looks down dramatically* ....

I think he was in high atmosphere with extremely low levels of oxygen, it would explain how the people in dbz are able to fight in the air X3
Edit. also from watching vegeta vs shadow from death battle, apparently saiyans can hold there breath for a long time so it explains how goku and vegeta managed to hold their breath under water for as long as they did back in the freezer saga =3
