My idea is more of kenjutsu related. In any case how exactly am I gonna make it into a jutsu or KKG? Could it also be like a hiden?
Sounds more like a special fighting style than a hiden or a KG. This could pretty easily be translated into a Ten-Ten style set of jutsu's I think.

The Confederacy has deemed him a loyal citizen of the state. He has a positive work ethic, follows rules and regulations to the letter save for the most exceptional situation (of which he has been disciplined and reprimanded as per the law) All hail the glorious overlords. He is as kind and self-less as any bachelor of the confederacy is and is devoted to his position.
【Personality】 Rather mundane. Pleasant enough in many social interactions, and prefers to follow conversations rather than
lead them. By himself off-duty he casually lazes around and frequents many taverns and bars with close co-workers
and friends. In moments of stress he tries to remain stoic, but may be a desperate coward at heart going to great

【History】 Tsugiharu's parents were simple Chunin Guards with a Customs House on a major trade route, their duties were rather mundane and drool, but once in a while held excitement when travelers had disagreements with the customsofficer. The couple resided in a modest home after an unplanned pregnancy had made the two man and wife. It was tough going at first but the relative isolation and non-relevancy of the village made for a peaceful life, and they grew content and able with the new family. 14 years after the birth of their first son, and with much more financial stability the 2 deemed themselves ready for another son.
The Tanji house lived peacefully for 3 more years until the dissent and turmoil of the Confederacy reached their village leading to a violent terrorist attack on the village's crossroads leading to their deaths. This left the 17 year old boy to care for his young brother, fortunately the Proprietor of the Customs House, who at that point was now an old family friend offered to shelter the 2 orphans until the 18th birthday of the elder brother who decided to not rely on the kindness of the Customs Master any longer. Such the 2 siblings lived in a shabby apartment the elder supporting the small family as a Customs House guard like his parents. He, Tanji Hamurato, would continue to support (and sometimes spoil) his younger brother as he took his own wife(Tanji Orimoto) and had a daughter (Tanji Ekka) of their own while was just starting high-school. Shinobi highschool - learn to count fractures by fracturing bones. That'll be 1/4th of your bones broken sir. Have a nice day.
Tsugiharu was an average student in his own right never excelling or lacking in any field or discipline. He was studious and forthwith at the academy but never went above or beyond what was required. His work as a Genin in his squad was also mundane sticking to class D and lower missions, in exception to one class C defense contract. Simply tasked with defending a local tavern from extorting thugs (non-shinobi rabble), the mission report told of the 3 genin having to deal with some thugs as the accompanying Jonin talked with the owners, but nothing really came out of it. However rumors that local gangster being rather jumpy, defensive and generally paranoid around small sounds and shadows circulated around the tavern's area. Come the Chunin exams though he displayed adept problem solving and leadership skills within his squad, but that might have just been in need rather than by ambition. He opted to remain quarrel-less and jovial with the other Genin and never really showed exceptionaltalent other than what was required to get through the trials. However it can be noted that during the elimination tournament that the young Tanji employed some rather harsh and quick measures using poisons, weapons and simple genjutsus to end matches before his opponents can truly pull out their trump cards. A good thing too, for the proctors had stated that if not for his "bag of cheap tricks" his opponents would have easily out-classed him had the fight dragged on. He was unceremoniously given the rank of Chunin, barely passing after having been defeated by the more Capable Genin that saw through his ruses in the final rounds of the tournament. What an underdog.
After graduating opted to become a Contract work Shinobi unlike his family before him. He takes missions for the Confederacy as many times as he can, but seems to seek missions pertaining to the rooting out and apprehension of dissident and unloyal citizens and terrorists. Currently lives by himself in a modest apartment close to his work place.
【Family ties】 Lower-Middle Class, had some hardships for sure, but was never truly in danger of starving or dying of exposure. Such a life made Tsugiharu rather humble and soft-spoken. Hopes to keep up with his duties and occasionally visits his brother and his family.

Tanji Orimoto | Sister-in-Law | (35), Kusagakure, Housewife of Hamurato, Choleric, rather plain but has the charm of a country girl going for her. Demure and rather quiet in contrast to her husband.
Tanji Ekka| Niece | 9, Kusagakure, Student, Mercurial, tempermental and extremely competitive. A bit of a tomboy and a much more naturally talented than her father and uncle in the academy.

Combat reports. Has a quite odd fighting style and might be the epitome of "work smarter not harder." Picks and chooses his engagements when he knows the enemy may be taken down quickly and with minimal loss. This usually ends up with him or a squad-mate in grievous condition so long the opponent is taken out before unnecessary damage is done to anybody else. Such operations usually include him stringing together a myriad of feints, illusions and gambits to ensure the enemy can be taken down in one decisive attack by his squad rather than prolonged engagements. This unfortunately makes him rather sub-par when caught unawares. As such he is most delegated to planned attacks on high value targets to either eliminate, apprehend or interrogate
【Fighting style】
Some might call his methods cowardice but it has kept him alive. He employs the liberal use of clones supplemented by heavy use of false sounds and images using his specialized study in illusionary genjustsu. He chips away at his opponents using small thrown weapons like shurikens and senbons to keep his opponent on edge and unfocused. While his genjutsu gives ample distractions and false visions he also uses fine rope and bells tied to said weapons to create snares and distractions for the slim but inevitable chance that his opponent finally makes a mistake. When they do he delivers a powerful and dibilitating poisons through the same methods as above when the opponent finally opens themselves up to receive his limited supply.I can dig it

Good attempt. I accept your character on the promise that you add some more pesonality. He's rather bland. I get that that is.. to a certain degree, perhaps a bit your intention for the character but I need a bit more. Furthermore I have a question - do you work from your phone or something? There's many strange lay-out things that make me wonder if you are on a phone. If so not an issue for now, I suppose.
