It would be cool if this virus turned people feral. Like, if it fried their brain and they turned into people who can only think about tearing people to pieces with their own hands and teeth. Like zombies, but alive. I don't think I've ever seen an NRP where nations have to deal with something like that. It'd be fun to see the infection spreading towards someone's borders, forcing them to prepare for mindless flesh-eating infected about to flood their country.

I'm sure there'd be some refugees already. Maybe not so many that they have to seek refuge outside of Europe though. There are plenty of other places in Europe they can go to avoid the war. Unless they fear getting snatched off the street and be given a rifle to go fight. In which case, maybe they would be seeking refuge outside of Europe. Point is though, I'm sure there already are some refugees, or people who aren't so much refugees as much as they're just concerned people who are trying to get away from the war before it even reaches them.

Just look at what other people have done and do it for Brazil. I'm pretty sure it can be a single sentence. Someone in the first page was accepted with just a sentence for every section except their History.

Although, I have to say, having to write about culture in your sheet does seem like a pain in the ass. Everyone knows what French culture is like, and British, ect. I don't see why we have to write about it in the sheet. If it were a fantasy RP with made up nations, I'd understand. But it's not.
You'll realize pretty quick that this isn't the most historically accurate roleplay around :P

I would personally like to see more people willingly putting themselves in bad, but realistic positions though. I feel a lot of people are just trying to climb the ladder to greatness, one-upping each other and generally just trying to become more powerful. And don't get me wrong; that's fine. It's only normal to want to make something great out of your nation. I'd be doing the same if I were currently playing (damn the wait!). But I do think that, every now and then, you should give yourself some setbacks for the sake of realism, and making an interesting story come out of all this. If you think an action should have some backlash, give yourself some damn backlash :P

Assuming players are allowed to shoot themselves in the foot, that is. If they are, then do it once in a while. Don't just wait on Outcast to give you something to deal with. I feel that, as GM, Outcast probably lets a lot slide for the sake of giving players freedom and not seeming like a dick-tator GM that's constantly shooting people down. I know from what little experience I have GMing, that sometimes you have to let things slide (even when they don't make complete sense), otherwise you're constantly calling people out and that makes you come off like a real oppressive douche, and no one wants to play in an oppressive douche's roleplay.
