Seems okay to me. I'd be nitpicking if I complained about how convenient it is that Hanlon's treachery was never uncovered.
The rest depends on how much Aaron wants to involve the Courier. I am under the impression that Courier involvement is being kept to a minimum (pretty much limited to chasing Ulysses) so as to avoid contradictions and prevent people from making claims involving the Courier that don't really make sense or fit with what has been decided for the plot. Like, it'd be weird if one player claims the Courier helped the NCR, and then another player says the Courier helped the Legion. To avoid that, I figured we'd be limiting Courier involvement to following Ulysses. But again, it's up to Aaron. We'll see what he says when he's back.
If I remember correctly, Chief Hanlon's betrayal was more about getting the army, specifically the Rangers, out of the Mojave. He wanted them out because he disapproved of the whole war and how much the NCR was exhausting (especially in terms of lives) for a foreign land and ungrateful people. So he falsified reports and messed with logistics (like sending outposts asking for water ammunition instead) to make the whole war seem worse than it is in order to gain support for a military withdrawal. It was never about him wanting to form a new republic.
For the record, I was the concerned citizen. I think allowing someone control of something as broad of as "the army" is dangerous. I think a general or something with a group of loyal soldiers would be safer. That way we're not surrendering full control of such a big and important organization to one person, who may or may not do a good job with it. Not to mention it allows other people to control parts of the army and compete for control, which would be good.
Jeddaven usually takes long with these things. I can't blame him, though, 'cause I procrastinate a lot too. But I would recommend getting an IC intro up and letting people have at it. Even if it's a simple "and so we stand at the beginning of a new era, blah blah blah, who shall rise, blah blah, and who shall fall, blah blah". The point is to not stall this to the point where people lose interest.

Vilage is never on, except sometimes really late at night. Aaron is on but all he talks about is Team Fortress and ponies. Evan never has time for us anymore. Googer is a busy, busy man. And I never have anything good to talk about and my attempts to start conversation fall flat. I'd say that picture looks far more exciting than our conversations. I do remember a better time, though. Back when we had big group chats that never got anything done because we'd just joke about stupid shit.
A fractured California would be cool. Former NCR states (The Hub, Boneyard, ect) become competing city-states. Or maybe California splits into new political entities, some of which may control some of the former NCR states.

You could open up the Mojave too. Newly-formed nations that formed in the wake of the conflict there. Settlements like Primm (with its strategic position along a major trade route) that have grown to become significant powers. Former NCR generals or Legion legates with fantasies of ruling as kings form small dictatorships. Confederacies of settlements banding together to deter further military occupations, while also holding dear to their independence.

These ideas depend on both the NCR and Legion collapsing, though. Which isn't hard to imagine, since the NCR is desperately low on resources and corrupt, and the only thing keeping the Legion together is Caesar. If he dies, the Legion falls into civil war among legates.

The areas further south in Mexico are interesting too. NCR troopers hinted at an NCR Ranger presence there, saying the Rangers are "chasing ghosts", which could mean anything from a special kind of mutant, to the remnants of the Enclave.
