I am presently opening up two sub-GM spots. Their duties will be character assistance, IC filtering and presenting me with any notable issues or questions, as well as assisting me in developing the setting.

Rite or Creative Domain is also a great tool FOR the roleplayers. It's like annexing a state. Once it's added, the entire country gets the benefits of the addition. It's much less of me abusing power as me making the protocol of the RP known. Also, read here:

Lastly, in the worst possible scenario, I will used the Rite of Creative Domain to cease anything I dislike.

It's the last line of action in the worst possible scenario. There will be many actions and conversations that occur before I personally invoke this Rite, but I am giving myself the ability to do so - just as I am giving every roleplayer the right to use the resources other roleplayers present the roleplay with.

Same could be said for quintessentially half the present Genin. We have a Hyuga, which is the perfect counter for Shira, soon an Uchiha, who have unfair amounts of potential, Kino who is a ranged fighter capable of mowing her down or exhausting her and lastly we have a melee kenjutsu user with poison.

Each one has a lot of potential, one is just more obvious about it. If potential is abused, I will deal with it. I will also be making efforts to assure that development is not unfairly quick for any one character and that all techniques Shira may learn will not synergize so ungodly well that she is unbeatable. Lastly, in the worst possible scenario, I will used the Rite of Creative Domain to cease anything I dislike.

The strongest RPC is presently Kirugetsu, and for good reason. He's a 44 year old war vet, older than Sai, and was a key player in the resistance.

Other notable characters would of course be the Nara and Shira. Nara are almost universally powerful due to their insanely cheap moveset. Shira herself is useless if disarmed, carries a blade I firmly believe she can barely swing, requires combos for anything and cannot fight for more than a few consecutive minutes. I presently believe that 4/5 of the other Genin could probably beat her with simple counter-kenjutsu tactics. She also has absolutely no resistance to genjutsu and no ninjutsu, so she's basically Rock Lee with a sword, except that she can't even be trained for the Eight Gates unless she forfeits her sword for a while.

Even her Kekkei Genkai is half-useless in her present state. The ability to predict attacks is utterly useless if, let's say the Maruki, is attacking her. He'll be able to see her counter-attack just as quickly as she sees his attack, and his Juken is more advanced than her taijutsu. If she can't swing that big ass sword, she's totally fucked. Same concept applies to Samurai. If ninja can't make handseals, they can't perform ninjutsu, which is why taijutsu experts are the biggest thread to Samurai.

There is no way for her to be 14 and not live during the Reign of Sai.

Dystopia,

I'm not a large fan of that Kekkei Genkai all-together because it's a highly-specific and very broken one introduced to create a villain for a movie. I don't feel like it should be applied to the RP. I would allow you to... bend the Kekkei Genkai to create a different effect; instead of creating perfect clones, possibly recreating a jutsu that their chakra matches. In this iteration, it would be sort've liked Fūka, even granting every elemental release (which as a medical nin her high chakra control could sway this to believable, if she knew a small pool of elemental jutsu) with the different she doesn't have to paralyze or kiss her targets. Unless, y'know, she wants to.

I do have to admit it is with slight reluctance (and knowledge someone is going to rage at me) to admit you. In such, I am allowing Shira in with this clause: Nulled Rhetoric. Every piece of flowery, creative language will be subject to interpretation by Moderation at any time and cannot be used as logical validation inside the roleplay. Additionally, all metaphors, similes, hyperbole and analogies will not be considered 'true'. In short, the Nulled Rhetoric Clause just makes it impossible for anyone (aaaaannnyyyyone) to abuse what has been wrote into their personality, descriptions or history and apply it as the base for an argument.
