Doujutsu do not inherently have to be Kekkei Genkai, no. As a matter of fact, before Sai ever starting stealing Kekkei Genkai, his father had a jutsu called Sage Transformation: Hawkeye. It was a doujutsu similar to, but weaker than Byakugan and would work as long as he held the rat symbol in his hand. The issue with doujutsu is that they literally morph the body, and doing that normally requires some form of Kekkei Genkai or advanced medical knowledge. In the case of Sai and his father, Talon, they had the Jugo Clan Kekkei Genkai, and they used Sage Transformation to do it.

A book of Hiden would not be a terrible idea, although I would much prefer it to be "scrolls"; with the idea that all of the wandering members of her clan had a few scrolls, but none of them had them all. I dislike the doujutsu she has, mostly because there was a large plot revolving Sai, who literally stole doujutsu and could apply a cursed seal to people that would give them diluted versions of kekkei genkai, including doujutsu. I do not feel it would be a good theme to create a hiden doujutsu.

The Hon Clan has only four surviving members, and those are to be used by me. Think of it as akin to the Sarutobi or Shimura Clan. There is no existing information in the current world about it, nor is it presently of purpose to the current genin, so until a further date, it will remain and enigma.

Actually quite the opposite. Sai tried to purge ninjutsu from the world. Sai established regular academies where basic subjects were taught. He eliminated most of the pre-existing knowledge of jutsu. People can survive without jutsu; he strove for a world of peace.

The academies that are set up now were re-established in the time that the Hokage took over. There is a great need for new Shinobi as a new military is needed. The jutsu and standards were set by him and his advisers. The resistance during the era of Sai are the ones whom taught Shinobi skills, so it is likely that the academy is just a formal training facility using similar methods that were passed down from the resistance, so it will most likely be more militant in its training style than it will be academic. Overall, there are still standards, and those standards are the basic jutsu, such as clone technique, rope escape, tree walking, transformation, etc.

It will take place prominently in Konoha, yes. This is because it will be the main focus for the early roleplay and I intend to start small with good quality. I want my roleplayers to be a community just as much as they are individuals. There is a possibility of opening up villages in the future, but that will take development.

All academy students will have to have passed the academy, which was re-established because Sai had previously destroyed it. So, the chuunin and jounin now were given their ranks by the Kage, whom was elected, and it will essentially be that way for everywhere. From then on, a system will be set in place to achieve ranks, and in this case it is the Academy to become a genin, then the exams to become chuunin and promotions for jounin. All Academy students will have to pass the same basic classes, need to know the same jutsu and be capable in taijutsu and ninjutsu to essentially the same degree as they would in canon.

You're daily self-assurance must be worse than the Smaug rant from The Hobbit.

If anything, thank you for making yourself the jackass of an example to every single potential roleplayer who may read these.
