Welcome to the Warsaw City Military District, alternatively the WWCM.
The locals will call it the Warschau Stadt Wehrmacht Bezirk or the WSWB. That is mostly because if they do not speak German then the Warschau Heer Patrouille, or the WHP, will arrest you for an audio-violation.
It is the beautiful year of 1968. You are currently within some West Polish city no one quite remembers the name of, simply labeled as Bezirk Zwei (District Two). The Nazi forces occupy this entire stretch of land for the protection of the Polish people. It's for their own good, really. They surely wouldn't want to be occupied by the Jew run communists in the Soviet Bloc, would they? Surely not.
WHP units are always patrolling to make sure that the citizens are safe and kept out of harms way. This could include their own mouths and thoughts. Because a criminal thought is a criminal mind. Halftracks and men armed with MP-63's keep everyone safe, for the war still rages on outside. Or so the radios say.
Wehrmacht bases line the borders of the city with a steady upkeep of ships and and jets coming in and out. The populace is allowed to leave, as long as they have a reason. If their reason is seen unsatisfactory, they will stay.
No one has ever left, alive.
