Brazilians! Today we are ready for the growth of our country once more. We need to do things without foreign help and to have things, that foreign countries have. In order to do that, we Brazilians need to work rather than sit around and do nothing until foreign countries help us. I, President Getúlio Vargas, announces a plan that will set foot in the path towards independence of our growth, development, economy, science, education, and technology. The plan will be called “The Ten Year Plan” and it's main purpose is to improve Brazil in twenty years with yearly checkups. Of course we will still be getting the help and aid for our foreign friends, but I wish that we could provide our own someday. Thank you all for your time here and I hope you have a good day.

I'm proud of the plan, that President Vargas announce today, and more proud of Vargas' change from a dictator to a president. I hope that he doesn't fall back into being a dictator or he may face consequences for his actions. I hope that there isn't going to be another military coup in a few years or so. Now, If you excuse me, I have to go back to my office.

The Goals of “The Ten Year Plan”
The goals of The Ten Year Plan are listed below and it provides the goal and it's reasons:

• Improve the education of the youth for the lower classes. Several ideas are being think out like: making public schools free, adopt the school system for Portugal and Spain, we would like to request more foreign support on school supplies.


• Increase and improve the use of technology in Brazil. The reason behind this goal is because, of reports that only ten percent of Brazilians have a television; while ninety percent only have a radio. There are other reasons like more traffic lights within the busy streets of cities in Brazil, the lack of street lights, and many other issues.


• Increase the number of medical building in Brazil and improve the buildings by adding more rooms and gaining new technology. A lot of people need medical attention and we are falling behind to the modern medical supplies. Once more, we request foreign support for this and adopt rules and standards from America and Britain.


• Import the outcome of the farms and advertise (even propaganda them, if it comes to that) the people near the farms. Ever since cities were built and technology has been used in Brazil, many people don't do much farming. And it's fact that only twenty-four percent are farmers and that needs to be increase to thirty-two percent.


• Develop more apartments with the large cities, build more homeless shelters, and build more homes within towns. As there are more people coming for our neighbors, they need a place to say but they don't the money. Which they become homeless, we should build them shelters so they can live there for free. And those who have money on their hands, build more apartments within the cities and build regular homes in the towns.


• We will review that stats of each and every goal on this and see if they're doing well or not. If they are, we'll focus on some of the goals, that didn't do well. Once the ten years are up, we will review the final stats for each goal and see if they need to be added onto the list again.

And on top of the sweater, a modern, brown, knee-length trench coat to keep him cold and hide in the dark; while, below the sweater and the coat is dark grey trousers and brown boots. He also has a neckwarmer scarf tucked into the neck of his sweater, which he may pull up so that it covers his face up to the bridge of his nose, he also wears a dark brown cap at all times.

Of course, like any other hero or bad guys, there are the weaknesses. The Vigilante's is a few things: one is that fact that he is willing to try to save them no matter what, another is that he is a human and can be killed if a super-powered hero kicks his ass, and any harm done with his family can drive him off edge, shuts down, and then searches for them.

David Cornell - Twenty-Eight - Best friend of The Vigilante, helps him out with the legal stuff, due to him being a lawyer.

The sun had just set as the moon rises to replace the sun's place as the source of natural light. A woman, with a black jacket, navy blue jeans, and black fur-boots, exited out of a Starbucks as she pushed the door open with her back at one hand she had her phone and another she had her coffee. She smiled at the phone and started to drink her cup; but then out of the nowhere, a man with the trench coat bumped into her and the woman shouted, "Watch the fuck out, man!". The coffee had spilled all over her jacket and the cup was on the ground, but the phone was safe and out of harm for the coffee spill. The man kept walking as the woman kept shouting at him to turn and pay for her coffee and when she gave up hope, she shouted, "Fuck you, man! I hope you die in a fucking ditch!" and gave him the middle figure. The man grinned at the woman as she had went off at him and then pulled out his phone and pushed a few buttons and waited. The phone's buzzed and he saw a message: "Hack successful. Open this message to find out the person's information." and he opened up the message and saw the woman's information. The phone's message said that the woman's name was Blair Etoch, she was twenty-three years old, her father is rich and owns an Applebee's within the city, and she is dating a rich teenager; aged eighteen.

He then saw that she had a credit card and the amount of money was there and it said: "Four-thousand dollars". Her father must be very rich in order to give her daughter that much money. There was only two buttons and they said: "Transfer the money or leave it." and it was the decision that could change her life for the worst or he could just forget about her. He then pushed the "Leave it" button and put the phone in his pocket, even known she had a mouth, she had a reason to use it. He kept walking around the sidewalks of Lost Haven, it wasn't like New York City or Los Angeles, but it was a good place for The Vigilante to be at. He stopped at the stop light with others to across the street and then his phone buzzed in his pocket and dug for it. He found it and answered the call, without looking at who it was, and he said, "Who is this?" and then a laugh could be heard for the other line and the person said, "Calm down, 'Vigilante'. It's just me, Brandon.". The Vigilante sighed as he heard the person's name, Brandon, the friend that had helped him way more than the other friends and still stayed as friends to this day. Even known, they had been friends since their seven grade in middle school within New York City.

"Hey, mate. You're the Vigilante, because you're the only person that would go quite. Just to think to yourself." and the Vigilante snipped back to life and saw that other people were half way towards the other sidewalk and dashed to get to the otherside. "Yeah, I'm him and the only person that would do that. Let's get on topic." he said as he ran across the street and stopped as he had to breath. Wearing that jacket could be useful to hide weapons and stuff, but it was hot during the summer time, which is useful to wear during winter. "Why did you call me, Brandon?" said the Vigilante and then Brandon said, "Oh yeah. I called you, because I found a lead on the gang leader that gunned down a father and her daughter. He is dumb enough to call someone on another phone, which he brought with his credit card. Here is the 'chat' that our friend had with someone that is called, "The Brickwall." Brandon then played the chat. "
