From what I know of Helm of Nabu (Young Justice TV show is the only thing I have seen to really go into depth about it), Zatanna should be grateful it didn't choose her. I wouldn't want that thing taking over my body.

All Targetmasters turn into identical blasters only difference would be color schemes. The Machine gun turrent is the default weapon of the Convoy Transtector.

* Nanite Knowledge: For intensive purposes her nanites are a vast repository of information, also granting her a Genius Level Intellect.
* Technopathy: the ability to interface directly with machines using her nanites as connection. She can also interact with computers and accumulate all the data within.

* An EMP can shut her down; the length of the shut down depends on the strength of the pulse.

Brief Bio: Tabitha Knight was a gifted child she excelled at everything she did academically. By the time she was ten she had graduated from college. Just before she could start another degree she was stricken with an extremely rare genetic condition that left her a prisoner in her own body. Her father was a brilliant scientist working in the field of nanites. He hoped to revolutionize the world with them. When his daughter became ill he began working in secret to save his daughter. When he finally found a way to save her he injected her with the nanites. The nanites didn’t cure her disease due one hell of a miscalculation; instead it copied the entirety of her mind. Then the nanites began consuming her body and replicating. Her father was despondent and assumed he failed his daughter. He sealed the mass of nanites into a container that was supposed to contain the mass of nanites for an eternity and threw it into the ocean. The container was eventually cracked by pressure put on it by the ocean. Tabitha escaped transforming into a fish she swam to shore. Once on land she transformed into a humanoid form resembling her previous body. She was treated as a monster she was forced to defend herself. Eventually the Engineer of the Justice League came and overwhelmed her and took her in. Once the Engineer had her in a safe location they communicated only the way sentient machines know how. The Engineer began teaching Tabitha how to control the nanites and how to make her outer layer resemble a more human appearance so she can walk around without being attacked.

Nobody is going to confuse shoes with a flag, they may confuse a cape for a flag.

Technically all commercial use of the American Flag is expressly forbidden by the official US Flag Code. Although these federal laws are rarely enforced, they technically can be, with the punishment up to the discretion of individual states (or by the federal government, if the offense is committed Washington, DC).

That would require the Cons to know the location to begin with, which at this point they don't.

I think the NAILs would care considering it's under a city, not one of the most populated like say Iacon.

Actionmasters are stupid IMO, they aren't Transformers because they can't Transform they are just plain, ordinary, boring robots. If you want to play an Actionmaster that controls Transtector like a Power Ranger controls his Zord by all means go ahead.

You can do that if you want but your character will have to be a person who joins the team after they upgrade from Micro to Head/Target/Power.

The Cons for now can only be Micromasters or regular eventually they will get the Head/Target/Power Master Tech.

I wasn't going to deal with the origin because it's been well over a million years since they formed and the Cons have had total control over the planet for near a millions years so just the oppressive regime of Shockwave where the NAILs are left alone and live in relative peace as long as they stay in line.

On Cybertron right now the Decepticons are the rightful rulers as far as the Decepticons and NAILs are concerned because the Decepticons won the war. To use an analogy the Autobots are Al Qaeda, they are nothing more than losers (as in they lost the war not in slang people use) who can't accept they lost putting lives of innocent NAILs in danger.
I changed the CS Names. Instead of Decepticon CS it is Standard Transformer CS which can be for those who want to play a normal Autobot.

Here is something to keep in mind, the cave where the Head/Power/Targetmasters live currently is more suited for the 6ft tall Transformer not the standard size Transformer. The standard size Transformer while at home may be forced to stay in vehicle mode the entire time. The small size of the cave is one of the natural defenses against the standard size Transformer.
