I depends if their brains are intact. If they have been shot in the head, no, he probably couldn't. If they've been dead long enough that they're rotting badly, he couldn't either. "Fresh" corpses are easiest for him to consume if he wants their memories, but if their heads are too damaged, he won't get much aside from their final thoughts, if even that.

Powers:
Shapeshifting - #27 is capable of morphing his body into a variety of shapes and forms, and can manipulate the bones and organs inside of him into unique shapes, limbs, and appendages. Additionally, he can "Fuse" other people's parts into his body for him to use.
Illusions - #27 seems to have some sort of quasi-magical ability to create illusions to fool his friends and foes alike. Usually he simply uses this to make a more convincing disguise, but often #27 can use illusions to manipulate and control his targets, letting their minds make things real.
Doppelgangers - #27 has notable been able to create multiple physical copies of himself, each one with a copy of his abilities. However, he can only make one clone for each year of his life. And while his clones can make their own clones, those clones are much weaker than the clones that come from him, being incapable of illusions and cloning. Clones he creates directly are known as the "First Generation", and the clones made by them are "Second Generation". He himself is known as the "Progenitor" of the doppelgangers.
Weapons/equipments/items: When #27 is in his "Business Form", he usually carries two katanas and a his own version of the "Hellsing Arms .454 Casull". He also carries a lot of Flash Bangs in case he needs to make a retreat.
Strength:
#27 can adapt other people's body, as well as absorb their memories, by eating them in his true form. And though he usually looks human, he is anything but; his human form is merely for the convenience of others, as he is more comfortable and much more deadly in his amorphous form, where he can shrug off attacks such as slashes and bullets since, unlike other humans, he doesn't really need his organs. It still hurts, however.
Weaknesses:
When #27 creates his doppelgangers, he does so by splitting himself. In order for his doppelgangers to be working as maximum efficiency, he needs to have both enough mass for them, as well as sharing some of his own intelligence in order to make them smart enough to do anything of importance. And even than, they are much less resilient as he is, and are capable of being killed by conventional means. If they should die, Roy looses the mass and brainpower he put into them, and consistent use is liable to kill him too. Also, despite being an arms dealer, he actually isn't very good at using any of his weapons. Enough to know how to use them, but compared to others who spend their life training with them, he's a novice.
Backstory/Personality:
Before he took up the name Yoshimitsu, this creature of bones, organs, and a black tar-like substance was merely #27. He was a product of a government operation in order to create amorphous combatants; super soldiers, basically, but ones that didn't need to rely on a human form. His number came from the fact that he was the 27th creation of the original subject zero. His young life was first spent merely under observation, with scientist testing to make sure that he did not die like the rest of his kind. He was merely one among many, neither the best, but nor was he considered a failure. At around five years he was released from his isolation cell to begin his "Conditioning", to learn more about himself and what he would be doing. Ever so slowly, he was also beginning to form sentience. Though many of the scientists wondered how he was able to form sentience (Others have as well, though he was one of the few to pick it up before ten years), they treated him kindly enough. Not humanly, but at the same time, what one would consider inhuman meant nothing to him. His conditioning involved testing his limits, where he would willingly go all out. Even should he "Fail", the scientists were always quick to come to his aid to ensure that they did not lose their asset. Though their relationship was far from familiar, #27 and the scientist had a pleasant, professional relationship.

But #27's life in the labs would not last forever. When he was around 15 years old, there was an uprising among the other numbers. Unlike him, not all liked being a experiment and wanted freedom. They banded together and fought the scientist for their freedom, killing many. #27 tried to halt the rebellion, save the scientist, but he was merely one slime stuck between two vastly more powerful forces. The other numbers was soon victorious, destroying most of the lab and causing a mass release of all the numbers that were still alive. #27 tried to stay with the scientist, but by this point they had come to a conclusion that they all must be eradicated. He included. Faced with posible death, #27 fled with the other numbers, towards freedom.

Life outside of the lab was different. Chaotic, almost. He knew when to wake up, when to expect the scientist to come in, do experiments, eat, rest, repeat. Losing that scheduled put #27 at a lost. His fellow numbers, if they were not hunted down and killed, scattered to all corners of the earth. #27 traveled far and wide, looking for a purpose. Sometimes he would serve as a hero, doing what he thought was right because he saw something wrong. But sometimes he was a villain, if only because his diet would sometimes consist of living people. When he was around twenty years old, he was attacked by someone who claimed to be a hero. The two of them fought, with little words exchanged. It wasn't until #27, who had inadvertently caused a fire to a school house, that his life began to change. The hero immediately stopped fighting #27 to save the people in the school house. #27 did not understand why he would do this. But something inside of him told him to help. #27 helped the hero, despite his terrifying appearance, and saved most of the people inside. All but the hero himself. He was trapped underneath burning rubble, and #27 could do little to save him. Before the flames engulfed them both, the hero told #27 that there was a chance to redeem himself. To become good, a hero. With his last words the hero told #27 to seek out other heroes and learn from them, before it was too late. #27 escaped the fire, now with new purpose in his life.

Many years passed. After that day, #27 searched for groups of heroes to learn their ideals and their philosophies. He wanted to become a hero, as that was what he thought he was meant to become. But his naivety began to crumble. It started well enough, learning the ethics and rules that heroes would live by. But as he continued his career as a crime fighter, he saw his heroes fall, to either die in the line of fire or live long enough to become the enemy. He became disillusioned, but still wanted to fight. After one raid on a weapon smuggling organization, #27 took over instead of forced the group to disband. He took out their leader and made the group move in a new direction, one where he could use their power for right reasons. It was the only way he felt like he could really do anything against the forces of crime; not by stopping it at every turn, but by controlling the criminals themselves.

After he took over, #27 disappeared from the public eye, and a new name arose. Yoshimitsu: the Merchant of Death. Providing arms and armor for those he deems worthy of his services, he also has himself and his "Clan" go into areas and protect them from criminals. However his group has it's fair share of enemies among both the criminal and legal; since he refuses to reveal his identity and reject government offers, he and his group are seen as either "Unlicensed Mercenaries" at best, or terrorists at worse. Yoshimitsu himself cares little for politics; he will fight crime by taking them over, and turning them into a force of good. Or find himself becoming the very villain he sought to eliminate.

Powers:
Telekinesis - Restu was born with telekinetic abilities, though she can do more than simply move objects with her mind. Under the training of a telekinesis master, she is able to use a skill known as Nanto Seiken, which allows her to use her telekinetic ability to create a monomolecular thin cutting edge. However, she's still learning, and requires some sort of catalyst to apply her Nanto Seiken to, usually her weapons or herself.
Weapons/equipments/items:
Collapsible batons - Two steel batons that Restu hides on her body, which can extend to increase in length. Her main weapons, she is dual wield them, simply use one, or even attach them together to create one long staff. Often the catalyst for her Nanto Seiken, turning them into short swords that could cut through car doors. Even without the Nanto Seiken, she can swing these weapons hard enough to shatter steel blades, and often do in order to disarm her opponents.
Demon Tail - Despite the name, the Demon Tail is actually a magical metal chain. On both ends are a set of claws which allows the wielder to control with their mind, such as grabbing objects or opponents from a long distance. The chain itself is also capable of growing in length and size, and is usually disguised as Restu's necklace until she needs it for battle.
Calling Cards - Restu's business cards. Made of a hard plastic to be aerodynamic, she can throw them with astonishing accuracy. By themselves they can't really do much harm unless they hit your eyes, but when imbued with the Nanto Seiken, they could slice through many things.
Smoke Bombs - Restu's homemade smoke bombs she uses whenever she needs to beat a hasty retreat. Aside from a mild irritation of the lungs they're harmless, but reduce visibility to zero.
Strength: Not only is Restu proficient with her telekinetic powers, she herself is like a ninja; skilled in the art of stealth and dirty fighting. She can go undetected in a crowd and has been known to appear in just about anywhere, with very little evidence that she was ever there at all. Restu also has enhanced perception and an innate sense for danger, allowing her to find things with ease and react to surprises better than most.
Weaknesses: Restu is still human; she get's tired, sick, and hurt just like anyone else. She's a tough girl, sure, but she's not invincible despite what she may think. Restu herself can be pretty cocky and tends to get in over her head. Not only that, but while she can find a needle in a haystack, she can't read the mood to save her life. Restu also has never been to school, and barely knows how to read.
Backstory/Personality:
Restu was orphaned from birth, like many others. She was child a child when her parents took a train back from a family outing, but than robbers came in and held everyone up. Some people tried to fight back, causing the robbers to fire their guns wildly, with both her parents killed in the crossfire. Restu grew up in an orphanage that was known for taking in kids who lost their parents due to such incidents. Many of the orphans, if they never get adopted, end up becoming criminals themselves. Restu stayed at the orphanage for a long while, at least until she was ten years old. Around that time she had gotten into a fight with some other orphans when she used her latent telekinetic powers to push them away. The caretaker of the orphanage saw this, and immediately went to get the police to take her away. Restu, scared of what would happen, ran away. She was gone before the local authorities could find her, and had left the city before their manhunt even began. For a long while Restu wondered by herself for months, surviving only by begging and stealing. When she managed to get to the next city, she ended up joining a gang for shelter and protection, and quickly earned her keep by picking up lockpicking skills. They were a gang in name only, being not much worse than bullies and spray painting random buildings.

Restu didn't stay with the gang for long. A year pasted before the gang tried to rob a place, some sort of dojo when the owner of the place left for a business trip. They were planning on breaking in and stealing all the weapons, and Restu was made to tag along since she was the only one who could open the safe inside. But when they actually got there, it turned out the owner and master of the dojo did not leave since his flight was grounded, and the gang fled. Restu, however, was left behind at the mercy of the dojo master. Which to her surprise, she actually got. The master sense Restu's telekinetic powers, and after talking to her about her past, he decided to adopt her. Her master and now father was once a student of the dojo after the previous master died of old age. He himself used to have students, but that was before a local crime family moved in. After they settled their roots, nearly all his students joined the crime family, using the skills he taught them for evil. Eventually he simply stopped teaching, disillusioned that all his students merely go on to become criminals, using his arts for evil. However, none of them had Restu's telekinetic powers, the same one that her master had. Seeing this as his last chance to redeem himself for his lost students, he began to train his new daughter in his martial arts: the Nanto Seiken.

For nine years Restu trained with her father. Not only did he teach her conventional martial arts, but also the Nanto Seiken. He raised Restu to use her powers for good, but was not afraid to show her the ways the world could corrupt her into doing evil. He did not want his child to grow naive and innocent to the world, but he wanted her to be strong and remain pure despite it's darkness. As for Restu, she loved her father dearly and always tried to make him happy, though as she grew older she desired independence. She met up with her old gang and brown-beat them into becoming good people as well, forcing them to take classes from her father. She became their leader, as they became her eyes and ears on the street. After her gang became stronger, without her father's knowledge, she and her gang became undercover heroes, making a name for themselves protecting their neighborhood.

Physical description: If there is only one constancy with Certa Limos, it's that they all are typically in the form of some sort of gelatinous mass. Some do have such things as bones and internal organs, but removing them does not do it any harm unless it is it's Core, which is a odd fusion of both it's heart and brain.
Behaviors: There are many varieties of Certa Limos. Most are "Feral", though not inherently dangerous. Feral Certa Limos are often blind, constantly feeding off the flesh mass of whatever they can catch. They detect the presence of others through vibrations, and will go and investigate any vibrations they detect, usually by crawling over them and trying to consume it. Feral Certa Limos or usually packed together in hordes of up to hundreds, attracted by each other's vibrations. Certa Limos that have retained some of their sentience, however, have managed to relearn how to use most of their organs, at least sensory ones. Many of the sentient Certa Limos would don or carve masks for themselves, as well as learn how to shape their bodies into a more consistent form, usually vaguely humanoid. Sentient Certa Limos usually live together in packs of ten to twenty, with leadership often going to the eldest or strongest (their leaders are usually both). That aside, Certa Limos can be almost human in terms of intelligence, so long as they could figure out how to use their Core properly.
Threat level:
Feral Certa Limos: 2. They are not hostile so much as they are merely dangerous, and even so Feral Certa Limos are not good hunters. They are more dangerious as a horde, and that is mostly due to their sheer numbers rather than their individual presence.

Sentiant Certa Limos: 4. Like Ferals, they are not inherently hostile, however they have the knowledge to properly use the strength of their forms to it's fullest, often turning them into deadly opponents.

Skills:
Certa Limos - Is a sentient Certa Limos and gains the benefits of being such. Not only can Roy change his color to virtually become invisible, he can assimilate parts such as other people's bones into himself to create complicated limbs and appendages. He could also shapeshift his body, from increasing his size or shrinking, change it into different shapes, and even adjusting his weight. His naturally sticky body also allows him to have a strong grip on his foes and it also allows him to traverse surfaces that most other humanoids could not. Lastly, he can resist most form of physical harm better than most, so long as his Core remains untouched.

Crafty - Roy is fairly talented at putting things together, usually weapons. He doesn't know much about guns or blades, but he knows how to put them together with scraps he comes across.

Perspective - Roy is pretty good at noticing things that are trying to hide, or just finding things in general.

Weaknesses:

Certa Limos - With all their strengths, there are still their flaws. Most humans don't like Certa Limos since the vast majority of them, who are feral, are a pest at best. Not only that, all Certa Limos have an object known as a "Core", which looks like a mishmash of a heart and brain. Damaging it could very easily kill a Certa Limos. Even so much as a scratch would kill them, so they must protect their Core at all time. And though they can change the shape of their bodies and their colors, they can never really "look" human, not unless they wear a lot of clothes that hides every inch of their body.

Greedy - Roy can't resist not having something. If he wants something, he'll go the the ends of the earth to get it, even if it will kill him.

The sound of an explosion opened Meirin's eyes. Her heqad darted back and forth, looking for enemies as she got to her feet, grabbing one of her polearms off the wall. But once her mind calmed itself, she realized that she was in her room at the Twilight college. That explosion was her fist going through the wall, a reaction to another nightmare she had. She had already forgotten what it was about. She fell to her knees, her body suddenly feeling weak. She groaned in pain and massaged her temples. "What happened again?" Mei tried to remember the events from yesterday. She remembered arriving to the college. She remembered a few faces, demonstrations. She vaguely remembered something horrifying happening, something about demons. But than again just about all her nightmares had demons, so that was no help. What had happened yesterday to make her feel so numb?

Struggling to get dressed, Meirin's body still felt numb. She couldn't feel her legs or her hands gripping itself, and she figured she should at least go see the healers and ensure that nothing serious was going on. She did notice that Aruna wasn't here, though Mei figured that she just woke up first, unaware of the accident that happened to her the day before. Once she was decent, Mei left her room and headed strait towards the infirmaries.
Getting to the city was easier than Ada thought. She suspected that she would need to fight through an entire army of monsters just to get there, but the most difficult thing they needed to do was convince the guards to let the orc in. Once they got inside, Ada couldn't feel more relieved. Sure she may have been penniless, but the city setting was more at home for her than some quiet village out in the sticks. The dwarf would have split off the moment they got inside if Haven didn't have a vice grip on her, though she understood her worry. Once upon a time Ada was a little girl forced to fend for herself in a lonely world. At least she had the orc, and Ada herself. Ada always thought herself as a selfish person, but she suppose that she'd help out Haven for herself too; Ada would help because she wants to. Though Ada would have liked it if Haven let her go and let her do a bit of burglaries; she could probably break into a home, snatch a coin pouch, and they would be set for the night at the least. But instead the orc had some idea.

When the orc mentioned danger, Ada could imagine what: Other orcs. Back in her hometown, it was basically a constant war between the dwarves and the orcs. The reasons doesn't matter; Ada herself took up arms when the money was good for it. Though her time with orcs typically gave her the impression that all of them were dirty, bloodthirsty thugs, thieves, or vagabonds that were handy to represent all the negative stereotypes of people. It was easy to pin crimes on them if they were near by; no one would think twice about an orc doing something criminal. So Ada was admittedly surprised that this orc was civil; hasn't raised his voice or tried to go pick a fight, didn't even so much as throw her a dirty look. Either he was a bad orc or just a good person. Likely the former. "Well don't leave us in the dark. What could happen at Low Town that you're so worried about?"
I was actually hoping for someone else to find her. Either Aruna or maybe who ever needs someone to interact with.
Everything was a blur. First there was the magical demonstrations, which started calmly enough. But than the demons came. Mei didn't know if it was a dream or not. But there was screaming, people getting killed, Mei acted before her thoughts could make sense of it all. As she killed a demon, roots came out from the ground and everything made of wood began to attack the demons. Surely this was a dream? It didn't matter, she kept fighting until the demons were gone. Her hands were bloodied, but not with her blood, but with the blood of demons. Soon the Dinning Hall returned to normal and Mei suspected that she might have not been dreaming... But than Satori came. And she brought to Mei a nightmare that was somehow worse than what Mei usually goes through. It was short, but the pain was very much real. It started simple enough as she woke up, but than she saw everyone dying, and had to go out and stop it. Than she could feel the knife splitting her eye apart, but she could even reach up and nurse it as her arms were cut off. She could feel something dig into her guts and pulling her intestines out, but all she could see through her tears were blurry images of humans.

Mei snapped out of it when she bumped into a couple. Everything was a blur to her. "What? Who?" The pollen did not take immediate affect on Mei. She noticed a mixture of people crying, angry, and euphoric. It was madness to her. She ran out before things could escalate, in the general direction of her dorm, but she stopped half way there. She stopped by a window and put her head out to vomit. The stress of it all was too much for her. All she wanted to do was sleep. And soon, leaning underneath the window still, Mei slowly began to drift to sleep.

Forces of habit: Xia eats a lot, more than she needs really. It's because she was a former cannibal and feels that she "needs" to eat flesh, but knows not to. She has since than replaced her addiction for the flesh by drinking blood packs, though she tends to go through a lot of them to satisfy her hunger. When it gets worse, she'll begin to chew on her tongue, balking it bleed and damaging it.
Biography: Xia was born in the wastelands near the border of the United States and Canada. Her mother and father were the decedents of former Chinese Immigrants, sent to a prison camp during the Great War. Whether or not those who were there are actually Chinese Spies have been lost to the time. At one point in time they all escaped, but much of the prisoners banded together, knowing that they were practically stuck behind enemy territory. They returned to the prison and reinforced it, and since than, Xia and her family had lived there. But life was not easy at the prison; the ground was not fertile, making any form of agriculture impossible. Water that didn't come from old reserves was saturated with radiation or other poison, making it unsafe to drink. By the time Xia was ten years old, the entire prison was converted into a Raider Head Quarters. She, along with the others born there, would be raised to raid other communities for their meager goods. Xia herself took up education from her father, who was the prison's doctor. He came form a long line of doctors, and Xia was the only one who had the talent to take in anything he tried to teach the others. But this didn't excuse him from being part of raiding parties. One day when he went out, he was killed in action, leaving Xia the only person who had any knowledge of how to treat any serious injuries, but she had no practice. But she would soon be getting a lot.

From her early teenage to young adult years Xia was the prison's doctor, but the amount of lives she saved was dwarfed by the amount she couldn't. She didn't have her father's experience and her talent only brought her understanding, not skills of a doctor. But still she tried to save as many lives as she could, slowly improving before the prison was lost. The Chinese prisoner had dwindled to a small group of ten, including Xia and her mother. Without enough people to keep the prison secured while also go out into the waste to gather supplies, the group took everything they could, destroyed what they couldn't, and left the prison before they were all wiped out. The group tried to move north, past the raiders and towards the rumors of a vault. But one by one the members of the group died or left, before it was just Xia and her mother. Xia's mother had fallen into a deep depression since Xia's father died, or was in a frothing rage which Xia took a large brunt of. Xia felt pity for her mother, but that pity would only protect her for so long. After the two managed to hold up in a ruined gas station, Xia's mother got drunk and ruined the last of their rations, pinning all the blame on Xia. She began to yell and berate her daughter for things that Xia had no control over, and soon Xia had enough. She killed her mother in cold blood, and in another fit of insanity, began to eat her corpse. She just got through her rib cage when Xia realized what she did, and for the next few days she stayed in the gas station in shock.

Emancipated and desperate, Xia finally left the gas station after carving some pieces of meat from her mother, thinking that she was just a wild animal. Xia used the gas station as her base of operation as she hunted and scavenged around the local area, lucking upon a sleeping wastelander. She killed him in his sleep and took his things, which included his leather duster and his weapons. From there, Xia slowly began to build up something of a home for herself. She had found a route where caravans would pass through and moved into a shack near by. She would survive by hunting whatever mutant animals were around, usually dogs, but also whatever stray wanderer she could ambush. The more people she killed the more she got to know the human body; how to kill and how to heal it. But mostly on how to properly carve their flesh into neat slices of meat. When caravans passed by she offered her medical services, being much more successful now than she was when she was younger. She also ran a butchery, but only used human meat as filler for grounded meat. It was a good deal for a while, before eventually at around the age of twenty three she decided that it was time to move on. She joined up with a caravan and helped them on their way through Canada by being an extra gun and patching them up.

Xia left the caravan when they stopped by a fairly decent sized community. Protected by stacks of cars, for walls, Xia tried to get a job there as a medic. Instead she ended up becoming something akin to a mercenary. She was often hired to go into the frozen wastelands to find something from a old ruin or in a raider camp, typically by herself. While Xia might have been scared when she was younger, now she was more confident in herself. She took the jobs and got used to diving into inhospitable areas, usually unnoticed. She could go in and out of a building before the inhabitants knew that she robbed them blind, if she didn't kill them all. After earning her place in the community, she was allowed to set up shop as a doctor. But not all was easy for her. Despite being a fairly well-received member of the community, Xia still felt hunger pangs. Hunger for the flesh of people. She typically fed off raiders she killed during her jobs out of the town, but now that she was one of their doctors she had less chances to feed. She got desperate, and in her desperation she began to feed off her patients. For a few years, this was how she sustained herself, but soon she was discovered. She barely made it out of the town alive, once again thrown into the harsh frigid wasteland.

With nothing but the clothes on her back she retreated to a secluded sewer tunnel. To her surprise she wasn't alone; a wastelander had taken up residence there, but he was in no condition to fight. In fact, he wasn't even conscience; the man was in coma, and somehow he was still alive despite not being hooked up to any equipment. Xia contemplated killing and eating him, but at this point she didn't care much about living anymore. She was growing ever so tired of constantly being on the run, regretting her entire life. She was going to leave him alone so she could to die, but in an attempt to die on a high note, she operated on the man. Scrounging up some chems to keep him stable, she operated on the man, restoring most of his injuries and putting him on a improvised but efficient life support system. Once her work was done, she walked back into the wastelands, and collapsed.

Sometime later, Xia awoken. She was clean, and put into a smock of sorts. She's seen these sort of things in old medical books, but on patients. She wondered if she died but dismissed these thoughts since she was obviously not. Xia was soon met by enclave doctors, who had found her. Turned out that wastelander she found was actually an Enclave officer who had just barely survived a vertibird crash, and wasn't entirely in coma. He saw Xia operate on him and left, and by the time he was strong enough to walk on his own he found Xia nearly dead not too far away from where he had holed up. He decided to help Xia as thanks for her help. She was suppose to only stay long enough to check out, but Xia wondered if she could join up with the Enclave. She's never heard of them before, but she wasn't allowed. At least, not if she couldn't survive Eagle Claw training.
Extra: Xia takes weekly trips to her psychologist to work out her cannibalism, and has a unofficial other job in the mess halls as one of the chefs thanks to her veritable skills in cooking. Using the money she's earn, she brought herself a hefty amount of implants, a total of five: The Sub-Dermal Armor, Monocyte Breeder, GRX, Y-7, and a Y-3.
