Bavaria hardly does either. 1914 its army was still only 94,000. If Narc wants viable choices, Bavaria is pretty low on that list.

Because having a player as any impotent German state is a massive headache. A player would never agree to a peaceful union no matter how much autonomy you gave them because that isn't fun, and they're right. However, NPC Saxony for example wouldn't fight a hopeless war and self destruct because it would care about Saxony. Not saying its wrong to want to have fun, of course.

Would you let a player play Hungary? Scotland player, perhaps? Norway had its own army, Norway player?

Portugal! It's open.
What about Belgium, Greece, or even Switzerland? Switzerland has a stronger army and is defensible, and is or will shortly be richer. Belgium is the most industrialized European country (per capita of course)

The Bavarian army is an absolute joke, though. From its wiki,

the Bavarian war ministry did not see itself in a position to accomplish manoeuvres above the brigade level. Apart from Prince Karl, and General von Thurn und Taxis, no Bavarian General had ever commanded a division before.

If at all possible, could we use Chatzy?
All for using old stats, but several factors must be touched up on.

1. Blockades are too effective.
2. The Chinese army is too easily modernized and China is too centralized.
3. Britain's army is overly good.
4. A distinction between home and colonial pops.
5. Literacy rate and prestige must matter.
