Work on my sheet progresses. Anyone have any concerns?
I kind of like him dodging us as he did IRL. Rome tried to stop him on the Rhone but he completely evaded them (hence his alpine crossing). Hannibal could then fall upon a random North Italian legion or a gallic army and then deal a crippling blow.
Considering he outnumbers us...
Hannibal would avoid us. Rough terrain, (that region is Savoy-Nice) heavily favors Rome.
Name of nation: Confederatio Benetico

Species: Multiple due to the immigrant nature of the populace, however as of late the prime component is human.

Description of government: A reaction against the centralizing that most other interstellar species undergo, it is similar, though not identical, to a liberal democracy. As all citizens are of immense means, the government has only one responsibilities; secure the rights of its citizens. Therefore, all legislation is passed via referendum, and executive power is invested in the Doge (in conscious imitation of Earth) and the Federal Senate, a 20 man body (one from each planet) which has 10 year terms. The Doge has a lifetime appointment, and is head of state, but only posseses one significant power, that of Commander-in-chief. The head of goverment is the Principe of the Federal Senate, equivalent to the prime minister. The Federal Senate conducts all foreign policy including the decision to go to war. The decision to launch the missiles must be approved by the Doge and the Principe, or by 8 members of the Federal Senate.

Description of military: The military consists of only two branches, the Strategic and the Tactical Commands.
The Strategic Command is the main focus of the military. It comprises all the missiles silos, all the stealth ships, and capital ships, each of which carry the two weapons of mass destruction, generally named Catalyst and Quark bombs. Catalyst bombs are variable yield. By adding more catalyst, electron decay of the target is accelerated, from a large number of tactical weapons capable of destroying a ship to a small number strategic weapon capable of destroying a clustered fleet (with all electrons decayed in rapid fashion, the nuclei mutually repel and blast at rapid speed, blasting tactical levels of catalyst with them into other ships. Quark bombs are far more destructive, far more expensive and exceedingly rare. They contain strangelets, which convert all matter they touch into the more stable strange configuration, turning whole planets into incredibly dense, hot lumps.

The Tactical Command comprises all lesser ships, planetary defenses, and ground forces.

In general, the navy is extremely potent but small. In a general war with a large civilization, it would lose.

Technological Overview: With its low population, only 100,000, the society is heavily automated. Soldiers are robotic, ships are fully automated (with a small staff of officers giving grand stategic direction or a manual override) (WIP)

So is this open?
The sort of power I want is to cripple a state to the point is cannot conduct a war for the conceivable future, however if the Republic used every warhead, it would be open to any aggresor. So it's a tradeoff.

Of course not
If this is still open, I'd like to make a mercantile republic with Herman Cahn's conception of a credible first-strike capability with the Sci-Fi equivalent of nuclear weapons, but only enough of these devices to utterly destroy one large civilization, a small but elite navy for a limited war. If all the devices were used, the nation would lose in a war against any reasonable spacefaring state.
